I think if I recall(god help me if I can ever find it again Search engines now adays....) There is a mod that "fixes" that. I think it's even just a cheat code. It makes oathkeeper and oblivion respond to most forms. I think the only one it doesn't affect is wisdom form. Then again wisdoms basic attacks is just shooting really

well you are supposed to fight him in base form or limit form so its probably not programmed since goofy is needed to use valor
I have learned you cannot block while using Valor form. Or is this true for any limit form?
you can´t block yeah. Only base form and limit form can. And final form only through glider.
How did you get unlimited form?
