Cosmetic formula : Making Face Toner / Mist

How to make industrial purpose formulation for face mist/toner.
How to mix oil and water for stable formulation. What emulsifying agent that we need.
Diy face toner/mist for hydrating, acne mature skin.
Formulation 1%=1gm:
1-2% ~ Glycerin USP
90-93% ~ Hydrosol Rose/Lavender Water
1-5% ~ Herbal Extract (aloe vera extract)
1% ~ active inggredient (arbutin,vitamin C, Whitening agent)
1% ~ PEG 40 Hydrogenated Castor Oil
0.1-1% ~ Lavender essential Oil
0.5-1% ~ Paraben free preservative
