The first encounter with the four legged mannequins was already a heavily sexually charged scene, but even then I could get why Ito said he was trying to shove them down the drain as I remember he said, because at the end of the day, PH isn't really doing anything sexual if you look closely (though I bet behind closed doors animators were told to deliberate portray the scene in a sexual way). But this particular encounter, an obvious and loud moan can be heard as he's forcing himself onto the other body, so I'm not sure how Ito could even deny nothing sexually explicit is going on.

It’s a bit of a technicality or maybe just a poorly written scene but sure. But like you mentioned, PH is clearly forcing himself on the body of the lying figure and appears to be spreading and eating its ass at the very least with the moaning. This is a sex act it’s not even suggestive at this point. So at the very least, they were openly depicting sexual assault.
