Re "repetition" -- It is not repetition, the Rebbe is elaborating in a detailed way on his instruction and he is also preemptively answering questions that the listener may have. To someone unfamiliar it might sound like "repetition," but it is not at all. There is great wisdom in every word. Listened to it with greater scrutiny and you will *begin* to see what I mean.
if your reffering to the long ones worn by Poilishe Chassidm, then yes. In conjunction with the biblical prohibition, "you should not destroy... your beard" According to Chabad custom, one cannot destroy one's beard for several reasons. firstly, the Tzemach Tzedek, 3rd Lubavitcher Rebbe, said that with a scissors it's forbidden.(most Halachic authoritites agree with this)rabbis or spiritual leaders that remove their beards(following a lenient opinion)might lead other jews to shave with a razor.
of course they wear peyot, according to the ari-zal the peyot cannot touch the beard that's why they are not long, but as long as you can hold the hair above your ears you have peyes. hope you understand
they do they just don't grow them to be long they only grow them to about half way down the back of your ear. but they don't cut trim or shave there beards.
