The nfl probably will go into the rule book and make sure that a flag will stop the clock and not keep it running cause it can be use so deadly in a way haha.

Eduard EDU At first he was trying to get a delay of game penalty to move back a few yards so they could have more room to punt the ball but the jets declined it so they couldn’t and that makes the clock keep running so the next play they tried to do a false start to move back but they declined that also so it was kinda at a standstill.

It's not really evil though. He said after the game that this mechanism is silly and should be eliminated. He picked garbage time when it didn't matter at all to demonstrate the flaw, and is probably hoping that this demonstration plus his comment after the game will lead to a change. He could've saved this exploitation for a moment when it really counts, but he used it in garbage time. It's quite honorable.

Pablo Belichick is trying to foul so his punter gets more room to kick; the punter gives the ball to the other side because if you don't pass the 1st down mark within 4 downs(turns) ball gets turned over to the other team on the spot
If the punter has more room to kick he can kick the ball to be stopped at the 1 yard line - if he overshoots it into the endzone the ball starts at 20 no matter what

Actually, if you notice the game clock never stopped running after the penalties were declined. Bill wasted about a minute and 20 seconds off the clock without comprising field position. Kudos to him for finding these loopholes, and it just demonstrates his deep knowledge of not just xs and os, but the rule book too.

Look at the score, look at the quarter. He was not doing this to troll the Jets. He hated this particular rule, the NFL wouldn't change it, and showed how it could be abused in a situation where it mattered zero percent to the outcome of the game. He specifically did this in a situation where it DID NOT affect the outcome so no one could accuse him of abusing the rulebook. He demonstrated how lopsided it is in favor of the team still retaining possession of the football that they can burn clock without compromising their position on the field. Notice how each penalty is being declined, so they're not even losing yards, but the clock is ticking down. This position outrageously favors the team that's ahead. It's completely unsportsmanlike.
If Bill did this during the Super Bowl, which is where he would have pulled this trick off if he didn't care one bit about the game of football, everyone here would be losing their minds about how unfair it is. He was deliberately showing off how the rule can be abused and needed to be changed.
Bill is like a white hat hacker. He goes through the NFL rulebook looking for stupidities and vulnerabilities, to point them out, get them fixed, and if they don't get fixed, makes sure everyone knows they exist so everyone uses the exact same exploits so everyone has equal footing. Then, things usually get fixed because it becomes quite apparent how dumb it is.
