Thankfully, due to the efforts of Rouge Squadon, this invasion would be repelled and the alliance's supply of bacta is safe. This all happens in the game, Star Wars Rouge Squadron for the Nintendo 64, specifically in the 15th Mission, Moff Serdon's Revenge.

Not gonna lie. Destroying the Kolto's fuel supply and being permanently banned from Manaan was pretty satisfying. Both the insane neutral philosophy of the Selkat and how boring living in their planet seemed made me CRAZY
I don't really see how staying neutral was in any way insane, holding the threat of destroying the Kolto over both the Empire and the Republics heads made them one of the biggest power players the galaxy had ever seen, no one wanted to piss off the Selkath because if they were ever forced to choose a side it would end in a massive advantage for whoever they chose.

I thought spice was made from dehydrated bacta. There so much on tattoine because it was once covered on water. The water was boiled off of tattoine to deny it to the enemy. The luke bacta tank was on board the diplomatic freighter. It came from Alderon.

Because of this arrangement races like the hutts get to remain largely politically and economically independent of the largely human dominated galactic republic in the outer rim. If core world humans were ever to nullify this distanvantage and go on to eventually fully embrace genocidal human supremacist ideology like the ancient Pius Dea, it could spell the end of the lifestyles and civilizations of certain influential outer rim species that have endured for millenia long before the galactic republic even existed.

Simple. Something in the kolto was a problem for the bacterial suspension. Maybe a mineral they don't like or having to live in the kolto suspension.
Could also be the kolto actively working against the bacteria in bacta
