After creating a pattern in Procreate, do I need to convert the bitmap file into a vector in order to print it on fabric? I'm curious if I need to vectorize hand-drawn or digital drawings, or if a bitmap file can be printed directly onto fabric without losing quality.

No you don't need to convert it to vector. I license patterns to fabric companies and they are all Photoshop or Procreate patterns.
