Groundbreaking ruling in UK domestic abuse case

- Kellie Sutton told police that she was 'very frightened' of her abusive partner Steven Gane, just weeks before she took her own life.
He was jailed after her death, for controlling and coercive behaviour. And now, in an unprecedented conclusion, an inquest jury has ruled that Kellie was unlawfully killed.
Our Social Affairs Editor Jackie Long reports on a case that Kellie's family hopes will change the way such domestic abuse cases are handled.
Police officers ignoring the victim, when she's obviously distressed, having been called by the neighbours, is disgusting. The ifficer saying that he really can't be bothered to do related paperwork and that the abuser seems reasonable & can just stay to talk is madness. No real risk assessment was done at all. They just didn't care. If you work with DV victims or perpetrators you understand how quickly things can go from 0 to 100 in seconds and become fatal. Terrible.The fact that there were kids there should have meant that a referral was made to IDVAS & strangulation shows escalation and increased risk. It's like these officers didn't have any training at all.
And when the victim is a man they cuff and bring him in jail for the night

But overwhelmingly, it's women and their children that suffer in cases of DV, and this case is about a woman and her children, and the fact she was killed by her abuser. That's a lot less common in woman-towards-man DV. Ever heard the the Margaret Atwood quote: 'Men are afraid women will laugh at them. Women are afraid men will kill them'? Well, yeah..that.

YES...........he didn,t want the paper work...........thats the "System" etc at fault...............TOO many times domestic abuse victims sadly................then when they DO contact the police........afterwards they retract the complaint etc............difficult one to solve ALL round..........Also NOT enough refuge places aswell.............

Police had been useless since day one! 100's of people are still going through it still today and never been reported ? Why ? Because they knows it'll be a waste of times. Abuser will always get bails conditions granted and then forced the victims to changed the statement. While on bails by threatening ect. Then as soon the Statement had been changed then in a few week or few month later they're murdered or been destroyed by an abusive person. Also there is an officers who is an abusive themselves likes what happened to Sarah Everard who is murdered and raped by an officer. Trust today is the biggest problem today! 🤷♂
I reported a case of harassment and threats and the way the police spoke was so laughably awful I dropped the case. They are actively harmful and out of touch as if they are just actors playing police

The fact police are caught on body cam complaining about the amount of paperwork they would have to do if they arrested him is absolutely vile! There needs to be a new part of the police department that rewatched police’s body cams to catch out officers who refuses to do their jobs or cause harm. So they are effectively dealt with or fired.
Body cams have really changed the game. Imagine all the stuff that went unnoticed before

Her child went to a neighbour to get help because mummy was being strangled and the police were complaining about paperwork and didn't interview child or neighbour!??!? At what point do police actually do anything? Then there's the abusers who tell their women to "go on kill yourself. I wish you were dead." Im very grateful that it is now considered unlawful and dangerous and prosecutable.... As it should be. These monsters need to be off the streets. Don't deserve a place in society. People are too tolerant.

I agree. It's upsetting for me because when I read that about the child witnessing his mum get strangled, it was the same for me. The police got social services involved straight away and so much support for me and my kids. I don't get why the same support wasn't given to this girl amd her poor children. Heartbreaking 💔
@@Mixablemike I think it is a postcode lottery and who is on shift at the time of the incident and class /race impact how the woman is treated(protected or not).Shouldnt be like that but many stories dictate different.

I would like this unlawfully killed verdict applied for all Suicides linked to bullying, harassment, domestic violence and others. The Police failed to act that is a breach of her article 1 human rights Can you believe the Police officer told the Defendant that he did not want do the paperwork, she looks soo distressed this is heartbreaking. The family needs to sue the CPS and the Police. The apology is the opening for you to sue them as they are liable. A total disgrace and there are many more women like this. Even stalkers, neighbours living upstairs this abuse needs to stop. RIP Kellie, to her family please please sue the Police and CPS.

So many men like this get away with what they’ve done… I hope they lock him up for a long, LONG time.
I.m 39 years old when I was 20 I was in a relationship with a woman who used to throw heavy objects at my head. She kicked and punched me the final act from her was she pulled a knife out and tried to stab me in the chest it was scary. Not to mention the 2 years of mental abuse.
I got my parents involved they helped me get out of the relationship that was 19 years ago thankfully I'm alive to tell the story today.
If your in a relationship and you feel somethings not normal talk to somebody or seek professional advice.
Nobody should put up with abuse a relationship is about trust loving each other and sharing happy memories together.
It's a shame we can't tattoo warnings on abusive people, so the next person has fair warning. Awful to think she'll be abusing someone else at this point.

Even i could see the perpetrator of domestic violence pacing in the kitchen half naked, how did police officers not see that!!!!!!??? Complete abomination
The police were absolutely ridiculous in that visit. They act as though they have never had any training about domestic abuse whatsoever. I hope those particular police in that visit get something written up on their report about how negligent they were in their actions. The police will not improve unless the authorities take it seriously!
Abusers are emboldened when the police come and do nothing ..... it means that the victim or abused person isnt going to be helped so they can continue. Imagine being that neighbour, giving a sigh of relief that the police have turned up. Then the immense disappointment that they couldnt be bothered to do their job and left the home with the danger level raised another 50 degrees.

The bodycam footage and audio is giving me flashbacks to the Gabby Petito case. Young male police officers basically see the perpetrator as similar to themselves and treat the victim in a totally dismissive chauvinistic way. It's also so heartbreaking to hear that one of her children summoned the courage to tell a neighbour about the horrific abuse who was then just forgotten and ignored. These officers need to pay the price and be charged! Absolutely sickening.
It was women who created the Duluth Model and insisted on the male abuser, female victim narrative, making half of the population vulnerable to DV
It was Mary Koss, a woman, who insisted that female on male r ape is not as severe and can't be treated the same.
The police apology doesn't bring this lady's daughter back.
This is tragic beyond belief and my heart goes out to her family.

I was abused by my ex-girlfriend for years, battered by bottles, threatened with knifes, reported to the police for crimes I never did (arrested 5 times) Glad to say that was 15 years ago but since then I just can't have a new relationship, been single for 8 years now. Violence against men is never reported as men are too scared and embarrased to tell others. I've never really told anyone about the extent of what I went through but all I would say is if you're a man or woman being abused then move out/report the person and don't have any single way of contacting them. My heart goes out to Kelly's family, this sick evil man should have the book thrown at him for what he has done.
True, I had a partner who had no problems with hitting me most of the time it was just a slap but sometimes it could be a punch, I was bigger than her and so it didn't really hurt but she had no problems doing it to me as well as purely emotional abuse such as telling everyone she could how I cheated on her consistently, how I wouldn't take no for answer in the bedroom (it was the other way round) and hinting I was hitting her. Of course my problems were minor but I also know a guy who had a partner who was kicked out of her parents and put into care as she was so violent and kicked out of school and even banned from seeing a GP due to how violent she was, she would attack him in public and never once did anyone step in to help in the times they stepped in was to ask HER if HE was starting on her. One time me and some friends visited and she lunged at him, started punching him, then picked up a chair, then a knife, he left her a few months later and guess who got custody of the child? Yep she did as she claimed he was the abuser and despite all the evidence against her social work took her at his word, sadly last I saw the friend he turned to drink to get rid of his pain and went from a popular with everyone person to no one ever seeing him around.
Why didn’t you leave her? Just walk out.

The incompetence of the police in these kinds if situations is not confined to just Hertfordshire police but to the whole of the UK. Hertfordshire police didn’t even have the decency to publicly apologise for their incompetence, and what of the two idiots that call themselves police officers who attended Kellie’s house in July when she was clearly distressed and in danger, and did nothing because it was “too much paperwork”. Do they still have a job? Have they been penalised? Probably not! And the police wonder why the women of this country have lost all trust in them.

For all the other women struggling out there, I do hope they get the help they need and manage to leave their abusers safely. Too many lives have been lost through GBV.

The call came from a neighbor who said they had been contacted by a child that said the mother was being strangled in the floor, and the police did nothing

No positive action taken by the police, police did not even separate parties, did not assess previous incidents and did not risk assess the domestic abuse level. A lot of failings here by the police causing her to end her life. Unfortunately, i understand police attend many domestic incidents and a lot of the time victims do not wish to pursue criminal proceedings and i think the police have become way too complacent at domestics.

It's interesting to compare the depth and breadth of knowledge the interviewee Dame Vera Baird demonstrated with that of Detective Chief Superintendent Amanda Bell. Dame Vera Baird spoke around many aspects of the information that was gathered from Kellie and about Kellie's situation (too much to list in a comment) while DCS Bell said she 'assumed' Kellie's Mum had been given an apology. So Bell sat down for an interview and didn't even bother to find out whether an apology had indeed been issued - to me that doesn't exactly seem like there is any actual heartfelt feeling behind such an apology...
Well spotted. You are right, she showed a total lack of concern regarding the case. Some people act as though just because we have women in some of these more senior positions in the police that they will work towards helping women in society but we know that is not the case because it seems that they just fall in line with the prevailing culture of the establishment/institution that they have gained a position of power in. It is unfortunate and extremely disappointing. This lackadaisical attitude towards domestic abuse has been going on for far too long - we know all the terrible statistics now, time to do something about it!🤬

My heart breaks for this girl. Having went through dv myself for four years, i'm so shocked at how the police dealt with this case. When that police officer said about it being too much paper work, not checking the kids and leaving him there with her after seeing how distressed she was...completely shocking.
My experience with the police was VERY different, they done so much to support me including regular welfare checks and gave me a panic alarm. Seeing the differences made it hard for me to watch. That poor girl was completely let down. I wish she got the the same response from the police i got and that she felt listened too 😢 I know just how vulnerable and scary it feels at the hands of a controlling bully. Somewhat related but when I lived in a different home a few years back one day I dropped my phone and it dialed the police, I had them at my door about 15 minutes later as they claimed they heard a distressed woman on the phone and wanted indoors and to check every cupboard and room in house. Yet when I (someone who is classed as vulnerable due to disability) phoned the same force another time saying I had people peeking through my windows and later shouting to let them in or else they just said "oh they probably have the wrong address and are looking for a friend" They have strange ideas of what is a priority.
Herts police are terrible at dealing with DV. They tell you to go to court and get a non mol by your self. Even then they won’t file the paper work properly. I was classed as high risk and got no support, did all the legal procedures to protect my self on my own
Same here. The closed my case without telling me, had to reopen it when i told them an independent witness came forward. Police are still dragging their feet.

I was harassed, threatened and financially abused by my ex for 4 years. I actually planned to hang myself until a lovely police officer spoke at length on the phone at length. That pc saved my life. Unfortunately cps dropped the case. Some police officers are amazing. They are not all like this.
What about the people who end there life due to debt companies & bailiffs???? Should the companies not also be held to account for harassment??

The police incompetence is outrageous. I would go so far as to suggest that their negligence participated in this woman's death. Had they conducted a proper investigation, they would have intervened to remove her and her children from the property and she could be alive today. And her family also let her down badly. Surely she or her children told them what was going on (even if in part). I hope the lawyers are pushing for some accountability here. RIP Kellie xx
My brother succeeded in suicide, and we believe it was the constant abuse from his wife and her daughter
so he married a woman that had a kid prior to their relationship? If so, he probably had self esteem issues that needed to be taken care of. Their abuse probably tipped him over the edge if your story is true.
@tekkn_579 she wouldn't let my brother work ,when he did get a job at a scrap car place she would phone him constantly, his daughter who was 18 at the time my brother died and he had been her step dad since she was 5 was absolutely encouraged to punch him pull is hair etc ,my brother did go on to have 3 children with her ,he would leave go to my mums and didn't want to be with here but the abuse would get worse if he didn't go back ,she made him move away from us ie mum ,dad ,siblings and wider family so he become isolated she would tell he was thick and useless and lazy it nearly 12 yrs since we lost him and she has not allowed my mum and any of us to have a relationship with his children

The police absolutely cannot make an assumption that someone is ok just based on how calm a person is when they turn up (perpetrator). They should have at least invited her to talk again and done a Clare's law disclosure... Minimum. Even discreetly offer an outreach worker. How many people male or female will talk to the police with their abuser present in the same property...my guess is almost 0

Please don't make it a gender thing, make it a abuser vs victim thing I know multiple men one in particular who were in very abusive relationships the one in particular was a guy who would be violently attacked in public and no one stepped in, and witnessed by myself and others have a kitchen knife pulled on him, he would show up for work with cuts and bruises and the female partner was kicked out of parents as a teen for violent behvaiour and banned from even visiting her GP she was that abusive, but social work sided with her when guy left her and wanted custody and she claimed he was the abuser.
@@revengenerd1 with all due respect, you don't realize just how much people like you contribute to this rapidly growing, often deadly problem. No one is "making it a gender thing", and no one is denying that there are men who are victims. Literally no one. But people have to start facing the fact that over 90% of DV victims are female and over 98% of perpetrators (towards both male and female) are male. So there is UNDOUBTEDLY a gender discrepancy that needs to be highlighted and understood. How are we supposed to begin to understand this glaring aspect if people like you won't even acknowledge it's existence? This is not an equal platform issue, not even close. We have to figure out why the #'s are profoundly higher with one demographic than it is with others. Until you stop ignoring that aspect and quit turning it into some kind of social justice issue, we're never going to get ahead of this. The sensitivity towards the irrefutable demographic facts only serves to distract, which perpetuates the problem and allows the damage to grow. Wake up and get real.
And as an add-in, we can talk all day about how male victims don't always report DV. That is a fact. It's also a fact that females don't always report it either. Statistics show that for every male victim who doesn't report violence inside the home, there are 10 females who don't report it as well. Children are also victims in these DV circumstances, just bc they're not mentioned doesn't mean they don't count. It's absurd that all this even has to be said. But like gender, this too is a harsh reality attached to this problem.

Make than people, I know one woman in particular who was so violent she was banned from even seeing a GP as she assaulted everyone, thrown out of parents house, and even unable to work as the 1 job she had after she was 16 she attacked a customer. A friend dated her and we all told him to leave as she would assault him in public and he came to work with cuts and bruises often and just nervously laugh them off, and one time when some friends visited we saw her punch him multiple times, then pick up a heavy object and attempt to hit him, then a chair and finally a kitchen knife!, another time we met them in public and she started on him on a busy weekday in town centre and attacking him, the members of public just started at him and a few even asked if she was ok. He did work up the courage to leave her though but no surprise she got custody as despite all the evidence against her she claimed he was the abuser. Friend was broken and never recovered.

Britain is light years ahead of the USA I don't think you all realize how lucky you all are to have these types of laws in place, do cops fail; absolutely they are human it happens but at least there's options for men and women who are victims.

Her poor Mum, gosh. You can see how this has devastated her. Her children, this is devastating to them. This need to be pursued in civil court as well, the police must pay a penalty, thats the only way these organisations learn.

So much experience, wisdom and knowledge has left Policing in this country.
One problem is that the people who are sent out to these situations aren't equipped to really understand the behaviours. I mean that bunch were completely clueless. I can only imagine that the words 'it's a lot of paperwork' were ringing in her ears when she made that decision.
When I was young I remembered hearing some people shouting outside along the street from me. I was looking out the window and could see the guy grabbing the womans hair and holding her against the car but couldn't make out what was being said. I never really understood what was going on then and it's a shame at that age I didn't know I could do anything for her. No idea what ever happened to them though.
I had something a tiny bit similar but I was around 19 and coming back from a night out and sat down to rest on a bench but in this case it was a female who in middle of a town centre was shouting abuse at her partner as he dared smile at her sister and she was saying "you find her more attractive than me, admit it" and he was just smiling nervously (I was sitting maybe 30 foot from them) she kept asking then he just laughed and went "yeah" and she hit him and he fell and hit his head then started kicking his head and sides, spitting at him and just kicking some more, I didn't know to get involved (and this was the days before mobiles were mainstream though people did have them) What was shocking though was about 4 or 5 men came round the corner and asked what the problem was and she claimed he assaulted her so they ganged up on him kicking him.
That burden of proof will never be met, proving her mindset will be impossible.
Why do millions of people choose to start relationships with people whom they know are violent?
They mostly don't know the person is violent and most relationships where DV is a feature, don't start with violence. They start with emotional abuse which escalates. Victims often don't leave because the risk of violence and homicide increases exponentially when victims want to leave.
@@marisaJ1 Many know beforehand. The violence usually starts early on, not after a decade of blissful happiness.

I know because I'm a retired probation officer and I've worked with hundreds of offenders, and a significant amount of the perpetrators of abuse did not become violent immediately. They became violent years later. Some abusers are triggered by their partner's pregnancy which may come years later into the relationship. Some abusers are triggered by alcohol and drugs, which may not be a problem until years down the line. Some abusers are triggered by job loss and financial problems & mental health issues, again these issues might not happen until months or years into a relationship. Most abusers start with emotional abuse. They also love bomb so again there is a build up to violence. There have been cases where the violence only started when the partner wanted to end the relationship. You may not know that the person has a history of violence generally or violence towards women. Especially because DV is under-reported. I would reiterate that the most dangerous period in a woman's life is when she is leaving or has left a relationship (for up to 2 years after the end). So victims mostly do not go into relationships with people they know to be abusive or violent and by the time they find out it's already too late to escape unscathed. One of my offenders murdered his neighbour in a jealous rage, tried to kill his wife and 2 children, with a hammer. He wasn't always violent. But he was a paranoid schizophrenic and when he became psychotic he became violent. Predators tend to look for vulnerable people, people they can get away with abusing. Quite often their victims are people who grew up with abuse and it is normalised. So again you're incorrect and there's plenty of research on this subject. I know because I had to study them for my degrees and for my work, especially for delivering domestic abuse programmes to my offenders.

The police failed at their job. You can hear her voice shaking and she looked visibly distressed. They should every domestic abuse case seriously. Kelly could have been alive today if they had helped her and her kids then. An apology is no good. I hope her family get the justice they deserve

I have recently started uploading short videos about my own experience of domestic abuse and how I was eventually able to get the strength to call the police 🙏🏻 I was so humbled by a lady who shared her experience of not only domestic abuse, and the subsequent failing of the family courts that led to her ex murdering her two sons, I want to become part of the conversation where abuse victims have a voice and Family Courts are changed to hear them.
I'm a single guy for years finding it hard to find a suitable partner yet that ugly nasty bloke has a nice looking woman who he bashes .
The world's quite cruel!!

I'm a 69yr old Brit, So the threat of a slap once learned was enough, But it was my Mother that did the Emotional and physical abuse, I have spent my life, putting right her wrongs, My twin son's still live in the Area so I have a loving family life, around me, Unfortunately my Daughter, bought up by her Mum, was Emotionally damaged by turning her against me, Her Mothers new girlfriend, Added to the problem with her insecurities And landed up with abusive treatment by both, But I have worked Hard to repair that,

Totally agree, have the Police learnt nothing? It was a classic case of child to neighbour out of fear and none of this was mentioned. OH, look she is crying and upset, why? Makes my blood boil and especially if kiddies are involved. Awful, absolutely awful. This poor woman was FAILED by ANY supportive network that was involved, i.e. the Police.

Well the moral of the story is if one is in a abusive relationship report it & definitely throw him out & make the police understand you can't be driven to kill yourself it's his fault & this nut case should be made accountable for his actions when woman are in trouble like this they don't seem to care enough now if the boot was on the other foot I bet the police would react differently ( always a man world) pathetic!!!

I've heard many people say: "Yeah, I knew he was violent - but I didn't think he'd be violent to me!". I've never heard anyone say: "We had ten blissfully happy years together - then he turned violent".
stop blaiming women for male violence,most women do not know they are violent,it creeps up on them and often starts with verbal attacks and other methods.Tell men not to be violent rather than blaming women for the violence they expereince at the hands of men making out it the victims fault.Its thinking like this which lead to years when domestic vioolence was not taken seriously.
I've just been through a court case in which my wife took her ex-husband to court for issues relating to domestic violence. She was with him for a long, long time and had four children with him. There were long periods where he wasn't violent and where he seemed... well, like the kind of man who had moved on from that. And then there were moments when he held a knife to her throat or threw her to the floor when she was pregnant. My wife comes from a chaotic family background and, more than anything else, wanted the children to come from a settled, stable home so blanked those things from her memory. It took unbelievable bravery to free herself from his control over her, so be very, very careful giving opinions about situations you know bog all about. She's beautiful, funny, warm and caring and has been hugely damaged by that man and if I heard someone, in public, giving utterance to what you've said, it'd be fairly hard not to get rather angry.

It makes no sense to bring kids into that situation. I bet the relationship was awful before their first kid was born.
I do know about it & have known several people who've been in that situation. Some of them said "Yeah, I knew (s)he was violent, but I didn't think (s)he'd be violent to me". None of them said they had years of blissful happiness. I've been in that situation; I ended the relationship immediately after she hit me once. I haven't seen her since that day. She never had the opportunity to hit me a second time, let alone a hundredth time.
Understanding the motives of people who choose partners whom they know to be violent is crucial to tackling it. Those same people typically reject nice guys.
