It is something you learn from your parents, to respect people on and off the board, it might be a “small gesture” but it still is a sign of respect for your opponent and the game.

Yes, if he chooses to take his hat off, he can do that, and it can be viewed whatever way you want. @@sauron4313 Nobody it's obliged to take off your hat during a game of chess, unless of course you are playing in a fide tournament, where it's forbidden to play with a hat on, because it's considered disrespectful and you could be hiding something under it to cheat. Taking your hat off when entering closed rooms, or when going inside someone's home, or to sit a table to eat, or to play a game of chess is considered respectful, and it has been since people used hats a lot in the past. It is not something I created, its a tradition that was taught to me by my parents. Everyone can wear a hat during a chess match, but it will be considered disrespectful to your opponent, it is that simple, and it has been for a very long time, it doesn't matter if your opponent is vishy or someone else.
