it should be 'did he have'. 'Did' here in our sentence serves as an auxiliary verb(or we can call it supporting verb) because our main verb 'have' cannot make question itself. So the word 'did' is used to support the main verb. In this case, when the word 'did' (the supporting verb) is added, our main verb should be in its original form.
