He was given a Key means that someone gave him a key, but he gave a key it's him who gave it

First answer is wrong, I think. You are using simple past, then the answer should be " He given a new contract last year " . If was coming should come the ' ing ' form of the verb.
No dear, While simple past is given in active voice then it is changed into was/were + V3 to make passive voice.
