GPS is great for surveying and setting out external works, ground works, etc.

You transfer them from known Benchmarks, using total station n GPS.

You can use GNSS receiver with PPP, CORS or NTRIP depending on your needs

Set autonomous base, run 30sec static/opus for minimum 4hrs. Get a solution, run a level thru all occupied control, be happy.

Hi, create your own local coordinate system, set a random north direction, and do your survey, then later, either get a GPS to locate the national grid coordinates of your stations, or, find existing stations with site coordinates, they are usually on the topographic drawings, or alternatively give the client your own survey as it is.
