I think Project Necromancer being shelved means delays in results, that pushed a livable body for Plaps back by years, and may also be why Rey is of the same age range as Ben.

Kid's off to college and leaves dad with the dog. :) Palpatine must have started his cloning project again at some point, but the Empire's never managed to reach the same level of expertise - Rise of Skywalker is some 50 years later, and they still can't make a stable clone. All of the Emperor's long-term plans smashed by some rogue clones and a Kaminoan with a detonator.
At least not a stable clone that could house Palps. Dathan was stable, but not Force Sensitive, and he sired Rey. Not saying I am fond of the sequels, but at this point I think it is useless dismissing them, so Rey _is_ the eventual result.
