So the Sea Peoples have been cut off from civilization for so long, that humans are now more advanced technologically?
Its been awhile since I've seen this episode, but I think it might be more accurate to say that they advanced separately from humans. Also Daniel is being very exaggerating when he says humans have a civilization to rival the Gua'uld. Especially in season 1, lol. We hadn't even gotten our first starfight yet. If the System Lords at that time took us as a serious threat, we'd be wiped out.
More accurate to say we rose up against a single system lord, became free, were completely ignored by the other Lords, advanced to the point that we can touch the Gua'uld empire and they are starting to take notice. The merman there, his base seemed pretty advanced, so while isolated from earth, they didn't stagnate (water pun, heh), they advanced their own civilization.

youd think if there was a story about an underwater civilization that someone would be in a bathing suit or atleast have their shirt off or be in swimming trunks but stargate never has any eye candy in their episodes
Well, there was that one time in Stargate Atlantis when Carter was in a bikini if i remember that right (Episode 2x14)
It didn't need anything like that to be one of the greatest TV shows ever produced.
We did get Vanessa Angel in a skin tight, midriff baring body suit. So that's something.
