Standard varies from 8 to 10 inches depending on the height of the person, I don't know of any calculations to get it

Pls in a situation where I’m not starting my skirt from my natural waistline, let’s say I come down from my waist (16 inch) to like 19 or 20 inches. How does it affect the padding?
Because I drafted the pattern and it looked quite different
