Sony and Universal screwed up everyone's perception of "views" 13 years ago when they were caught faking billions of them on YT.
They haphazardly raised the standard of what "hit videos" should be, essentially forcing creators to "nudge" their stats just to fit in with that new standard (even though to this day it was artificial and bloated).
So this dude acted on the dangerous assumption that he wasn't getting as much hits as the "big guys", even though they have the resources to nudge up their own stats. The online world is much more lonelier than we think...

It's notoriously difficult to get a stalking charge to stick in Japan. Like, stalking was only officially criminalized in 2000. The wording of the law is also very specific, and there's a lengthy process with the police and courts if you really want to pursue criminal charges going down that route. It's one of the loopholes in the law (that many Japanese people don't even know about) that the law only considers following people around to be a criminal act if the stalker is obsessed with gaining someone's affections, so they either follow that person or someone close to that person. This is almost always a romantic/sexual thing. It would be VERY hard to argue that doxxing for clout counts under this strict wording. Ditto for any time someone is stalked for non-romantic reasons. Most of the time when there's a stalking case the police just work around it and will find any other way to arrest the criminal.
The exact wording from the law, if anyone wants to check my interpretation:
この法律において「つきまとい等」とは、特定の者に対する恋愛感情その他の好意の感情又はそれが満たされなかったことに対する怨恨の感情を充足する目的で、当該特定の者又はその配偶者、直系若しくは同居の親族その他当該特定の者と社会生活において密接な関係を有する者に対し、次の各号のいずれかに掲げる行為をすることをいう。
