Who is the narrator of these original films? He sounds familiar for a lot of other old short informational films.

The narrators of almost all such news films sound very much alike from the period of around 1933 to 1960.
This was because of standards in voice-"Acting" that stressed a specific intonation and cadence which could be understood by all audiences.
As WWII approached, we also saw the stress of what became known as the "Mid-Atlantic Accent" (think Dr. Smith in the original Lost-in-Space). The Mid-Atlantic Accent became the standard for Radio and TV announcers, especially for commercials.

Seventeen years later a young, inexperienced rock band from Liverpool would earn their chops in Hamburg, compare the state of the two post war cities and wonder who actually won the war. Seems Hamburg cleaned up better.

@@southjerseysound7340 yes that is not the same as reselling a product and trying to license it though, that is not how copyright law works at all, you are not allowed to sell "restored" footage of property that is not yours.

These Command Bulletins were not shown to the public. They were made for the brass back at the Pentagon to view what was happening on the front lines. So, not propaganda.
