It was actually Jimmy Carter that was getting the hostages in Iran freed, but someone from Reagan's campaign told someone from Kuwait to tell the Iranian leader to wait on releasing the American hostages until Reagan was elected because Carter was going to lose and once Reagan became president he would do Iran favors. Not releasing the hostages made Carter look bad, and Reagan ended up winning the presidency.

I believe that Netanyahu let this terror attack happen on purpose, here are a few reasons:
1) Egypt warned Israel days prior to the attack, the Israelis knew it was a potential for high risk event but CHOSE to ignore it completely. They just blame it on "intelligence failure".
2) Netanyahu was facing a lot of backlash and was being investigated for corruption. This terror event made everyone forget about that and now they're all back him over this "tragedy". Now Netanyahu says he will "investigate" how this attack happened AFTER the war is over. How very convenient for him.
3) It gives the Israelis the perfect excuse they needed to finally wipe out the Palestinians and take whatever is left of their lands. Something they've always wanted to do.
4) It completely shifted public attention away from the West's losing Ukraine debacle. They're literally sweeping it under the rug as we speak.
5) It potentially gives the US the chance to strike at Iran. Something they've always wanted to do.
Normal people would never think of doing something like this, but the elites in power have no problem sacrificing their own citizens if it means they get to accomplish their goals. They'll lie, cheat, kill and steal if they have to.
