That's mainly because Oswald was still Universal Property back then. Disney Co. just brought the rights back recently in exchange with a SportCaster. But at least we got Epic Mickey.
@Crayshen You probably already know this by now, but Oswald is going to be an ally, although he's pretty mad at Mickey for taking his place. Oswald and Mickey work for the same goal, but Oswald hates Mickey, at least in the beginning of the story.
Unless they made some major changes to his appearance, Oriolo would freak. Especially since there's a new Felix series in the works. Oswald would be fun though. I was kinda disappointed he didn't show up in Timeless River.
