What you're hearing is the SFX of the wind on the tower they're in, they're pretty high up from the look of the window at the back and that would make the wind blow pretty hard and loud. It's actually a rather weird aesthetic they've added that adds to the realism of the world.

Do you realize how this episode has shown how much Rudy has grown/changed? In the first season, Rudy was obsessing over the female body and even attempted to remove Eris's panties while she was napping. But in this episode, he's trying to respect Fitz as much as he can (now that he realizes that she's female) and being careful with how he treats her. ❤
