If you didn't take falcon assault/hunting assault (aktive skill).. Then why you take frighten when you become sharpshooter? Cz frighten is a passive skill that supporting the falcon assault or hunting assault skill.

He means that deterrence won't work without FA or that other active falcon skill. Read the description on the skill tree again on SEA.
