The stat spread (low attack so it's not too overpowered at L.14, high defense to encourage to use your starter's newly acquired special move), design and type combo (normal resist) kinda make sense then.

I don't know why but this reminded me of my excitement for Steelix with the release of generation 2. Onix was my first Pokémon card and always felt an affinity towards the mon. Using it in-game wasn't what I expected. When gen 2 was released, you bet ya I caught an Onix and started levelling it waiting for it to evolve. What a fucking farce, I don't have any friends. Most disappointing evolution line ever.
Back in 2008, internet was in it's early stages and knowledge of Pokemon stats/usability/battle scaling and calculations weren't as well-known. Basically, the thought process those people came up with was based on "how can we get the most levels on a single Pokemon and beat the game with just that one" (see also forums on Solo Run challenges in which the trainer runs only one Pokemon +HM Slaves). So the logic that using a traded Pokemon's bonus EXP was not a horrible one, it just happened to be a horrible Pokemon.
@@shangerdanger 2008 is maybe a bit late, but I kind of agree with him there. I imagine for many people, the printed guides were the main source of info. I remember spending days trying to find Feebas because I was on holiday with no internet, then later learned it only spawned in specific tiles.

Not that this really the kind of run to do intense research into, but it would definitely prevent bullshit from happening.
