I live in the UK and we have the opposite problem with people effectively being given a slap on the risk from judges despite having had multiple convictions already. I think mandatory minimums might not work on people who don't think rationally, they do work on people who do and that is the dilemma. How do you stop people who think and act irrationally from committing crimes? I am not sure whether you can
