This is a reference to a 2014 review for Pokémon Omega Ruby and Alpha Sapphire (the previous games in the series) which rated the games 7.8 out of 10 and cited the region having too many water routes as a con, which became a meme among Pokémon fans basically overnight. Another, albeit less self-referential one is in Pokémon X and Y where a specific Psychic trainer will state after you beat him that your power must be "Over 9000!" referencing the iconic Dragon Ball Z quote meme.
Yeah they've been doing stuff like that since gen 1 such as the hiker who tells you to "hit me with your best shot" and then says "fired away" after you beat him.

One such comment is "7.8/10 too much water". Pretty easy to guess what the developers were poking fun at there.
I found that the funniest considering the region is sea based for a reason. Admittedly the sea area was a good way to slow the pace down for story stuff than just throw you into it like the games after did.

I don't think it was ever a meme but in Dishonored there is a guard in the Knife of Dunwall DLC that congratulates another guard for getting their own squad.(If you listen to the guards talking one will often ask if they think the other will get their own squad after what happened last night.) Or if you pick up a cigar in Prey (A different Arkane game)the description will say it smells like whiskey (another reference to something the guards say in Dishonored)

In the Civilization games because of a glitch Mahatma Gandhi was the leader most likely to use nukes compared to the leaders of other civilizations which eventually resulted in the Nuclear Gandhi meme which ended up being referenced in the games, In Civilization 5 his use of nukes rating was set to twelve out of ten while Civilization 6 gave him a tendency to draw the nuke loving leader agenda in honor of the Nuclear Gandhi meme.

The glitch in question was that leaders had an agression rating and Ghandi's was as low as it could be, however, (iirc) the Democracy govenment type lowered agression for any leader that used it which in the case of Ghandi caused his aggression rating to roll over and become maximum. Basically, once India discovered democracy they became incredibly warlike and would indeed use nukes, if available, at the drop of a hat.

It's a small one, but for most of the time Apex has been around, the Mozambique was a trash tier weapon. It was often a funny little joke to ping one for your teammates as if it were something of value. The characters Clem and John Prodman from Warframe both started as memes. It's not just in Sonic Forces, Big the Cat had made a reference to Sanic before in Lego Dimensions for if you complete the side quest he gives in the Sonic adventure world in the game. Also, as a little thing to note, in the 2020 Sonic film, the old man whom Sonic refers to him as Crazy Carl who's aware of Sonic's existence and refers to him as the blue devil, he draws what he thinks Sonic looks like to show what he's talking about and his drawing is straight up Sanic. Also, one thing about the "Arrow in the knee" meme, it was made into an Xbox Avatar Store item as part of the Skyrim collection of Avatar Store items. Also, there's one meme that made it into the game which you forgot to bring up, which is Akechi's "Pancakes" line in Persona 5, which the meme it created is actually referenced in Persona 5 Royal with one of the Mementos conversations the party members can have during the third semester where Akechi stated that he doesn't want to hear it again. I wonder if there is a Persona 3 remake, they'll make references to the memes the original game created.
One that I like is the Spy crab from TF2. Some players would equip the disguise kit and crouch, resulting in an animation bug that made Spy walk like crab. This was eventually referenced in one of the disguise kit’s taunts, the ending of Spy’s mannarobics taunt, was on a poster in the Halloween map “Carnival of Carnage”, and several community made crab-themed cosmetic items for the Spy were added to the game. It’s even referenced in the TF2 comics when Spy says that his suit is a “US$10,000 custom-tailored Louis Crabbemarché jacket”. “Crabbemarché” translating to crab walking. They got a lot of mileage out of an animation glitch people found funny.

In FFXV, after Ardyn has tricked Noctis into knocking Prompto from the top of a train, he tells Noctis that Prompto has "fallen and he can't get up!" which was both hilarious and messed up 😂.

In the Civilization games because of a glitch Mahatma Gandhi was the leader most likely to use nukes compared to the leaders of other civilizations which eventually resulted in the Nuclear Gandhi meme which ended up being referenced in the games, In Civilization 5 his use of nukes rating was set to twelve out of ten while Civilization 6 gave him a tendency to draw the nuke loving leader agenda in honor of the Nuclear Gandhi meme.

Turns out it wasn't actually true. Ghandi was no more likely to use nukes than any other character. Most likely it was just more memorable because Ghandi was a pacifist irl

The glitch in question was that leaders had an agression rating and Ghandi's was as low as it could be, however, (iirc) the Democracy govenment type lowered agression for any leader that used it which in the case of Ghandi caused his aggression rating to roll over and become maximum. Basically, once India discovered democracy they became incredibly warlike and would indeed use nukes, if available, at the drop of a hat.

It's a small one, but for most of the time Apex has been around, the Mozambique was a trash tier weapon. It was often a funny little joke to ping one for your teammates as if it were something of value. A year ago or so, they added a limited time gun charm with a picture of the gun that says "Mozambique here!"

The characters Clem and John Prodman from Warframe both started as memes. Clem was originally in a small series of fan made comics and was named after a line that Grineer soldiers say pretty often; “Ket Klem” (which translates to “get them”). John Prodman was created when a player saw a regular Prod Crewman (weak Corpus melee grunt, basically) have a scuffle with the infested boss Phorid and survive.

the funniest shit to me is that some time before Cyberpunk came out, some of the devs from CD Project Red were actually at the German charity event 'Friendly Fire' and talked about how Keanu Reeves completely went off script during that presentation and while the people from CDPR were sweating backstage Keanu actually not only nailed it but created a popular wholesome meme

It's not just in Sonic Forces, Big the Cat had made a reference to Sanic before in Lego Dimensions for if you complete the side quest he gives in the Sonic adventure world in the game. Also, as a little thing to note, in the 2020 Sonic film, the old man whom Sonic refers to him as Crazy Carl who's aware of Sonic's existence and refers to him as the blue devil, he draws what he thinks Sonic looks like to show what he's talking about and his drawing is straight up Sanic. Also, one thing about the "Arrow in the knee" meme, it was made into an Xbox Avatar Store item as part of the Skyrim collection of Avatar Store items. Also, there's one meme that made it into the game which you forgot to bring up, which is Akechi's "Pancakes" line in Persona 5, which the meme it created is actually referenced in Persona 5 Royal with one of the Mementos conversations the party members can have during the third semester where Akechi stated that he doesn't want to hear it again. I wonder if there is a Persona 3 remake, they'll make references to the memes the original game created.

One that I like is the Spy crab from TF2. Some players would equip the disguise kit and crouch, resulting in an animation bug that made Spy walk like crab. This was eventually referenced in one of the disguise kit’s taunts, the ending of Spy’s mannarobics taunt, was on a poster in the Halloween map “Carnival of Carnage”, and several community made crab-themed cosmetic items for the Spy were added to the game. It’s even referenced in the TF2 comics when Spy says that his suit is a “US$10,000 custom-tailored Louis Crabbemarché jacket”. “Crabbemarché” translating to crab walking. They got a lot of mileage out of an animation glitch people found funny.

Not a meme exactly, but in Final Fantasy XV, Ardyn will quote a popular tagline from an emergency signal device, mostly for the elderly. The commercials will have them on the ground, each actor saying the tagline, "Help! I've fallen and I can't get up!" after pressing the emergency signal on a device worn around their necks.
In FFXV, after Ardyn has tricked Noctis into knocking Prompto from the top of a train, he tells Noctis that Prompto has "fallen and he can't get up!" which was both hilarious and messed up 😂.

But in the reveal trailer for Shulk in Super Smash Bros he said “I’m really feeling it” and it became a meme in the Xenoblade community. This year that line became a reference in Lego Star Wars: The Skywalker Saga when a character who has the same voice actor as Shulk (Adam Howden) says at the disco party in the Return of the Jedi level.
