  • Children's Minister Karen Chhour says while New Zealand has tried military-style academies in the past, it needs to better support young people as they return to the community.
    The Minister is expected to release more details about the academies and efforts to address youth offending soon.
    Chhour also outlined why the Government wants to repeal Section 7AA of the Oranga Tamariki Act, which was introduced to address the over-representation of Māori children in state care, despite advice to the contrary.

    Good on you Karen, one child sent back to their abusers is one too many! The law should not be restrictive that it pushes a single child back into that environment, one child is one too many..

      @@shaayd12 except the cultural aspect was being incorporated into 4A. Some had the view that “wellbeing” included a high level of priority be given to cultural considerations because 7AA encourages that narrative

      @@Gumpmachine1 and that’s true, except 4a says safety is paramount. End of story. If the investigation is done properly they’d find that going back to family is not safe in some circumstances. Culture should be taken in to account but it does not trump safety and that’s stated clearly.

      @@shaayd12 so we can surmise with the pressures to fulfil 7AA that 4A was skimmed over. These examples are the tip of the iceberg.
      Makes me wonder how many other children are in cultural placements where safety is barely being met because of the paranoia of looking racist.
      There’s also an argument that “culture” could be argued to be a safety consideration of a child.

    Come on Jack...a couple of instances is a couple too many when it comes to small babies who can't defend themselves...Kahui Twins, Nia Glazie, Baby Ru are more than a couple...too many heartbreaking instances that could have been prevented 😢😢😢...Love your work Karen & your genuine care for childrenn...

    Isn't the issue to deal with the staff who are making poor decisions rather than repealing the section which appears to be part of what the direction is taking by Government away from Maori culture. Isn't this exactly the same kind of issue that meant toxic staff members weren't dealt with by the Government Departments and continued to be employed , to not be charged and fired and therefore to continue to offend against children and young people ? These same people contributed to a wider culture of abuse and some of them still work for the Government. Once again it is avoidance of dealing with the rotten core - which is their own staff.
    And so now Karen Chour says there will be good oversight of youth justice facilities where the boot camps will be held. This Karen Chour seems to think rests on her say so and on more "professional" staff - I think Karen - you need to make sure what you have got, is working first before you set up something which isn't empirically supported and is going to create more enraged young people. All because the reason why these kids are so enraged with society, seems too hard to address... because it leads right back to Oranga Tamariki and Abuse by Government organisations and faith providers.

The impirical evidence of children who have gone through state care is of harm and abuse. If you're going to base your statements on ignorance this is where real harm occurs

      Your response has left me with questions...
      What was it about the part of the interview about boot camps and impulsive teenagers that have you responding like you have?
      What experience do you have supporting the youth that may well end up populating boot camps?
      What do you know about brain development?
      I thought it was a pretty respectful exchange in which the Minister was challenged and given the opportunity to respond. I was certainly interested to know how a punishment will deter impulsive crime committing teenagers. That way I can have a more informed view / opinion.

    Let's just do something that actually works.
    Countries like Norway ,Sweden etc have recidivism rates from about 20% to 35% while ours is well over 70% so the big question is instead of the old "we are going to get tough" rhetoric why not actually go to those countries that have successful schemes and study in detail what they are doing then begin to implement it here?
    Just for the record countries with less than half our recidivism rates do not use "boot camps" in fact quite the opposite.Interesting Karen never named one country with hard evidence boot camps work.
    Another fact many don't know or just refuse to acknowledge is youth crime rates between 2010 to 2018 reduced by 58% and have continued to show slight decline since 2018(figures from ministry of Justice).
    This is merely political posturing to their voting base but sadly it is a costly exercise doomed to failure.

      And I think you'll find in those countries they don't incentivise single parent breeding as we do here? It all starts in the home and if you don't know that, do some research. Start with someone like, Dr Thomas Sowell - he's well qualified; he's old and wise; he's black and had to work his way to the top; and he knows a huge amount more than the vast majority of us will ever hope to know. I think he would support Karen Chhour in her endeavours.

      @@olliemoose2020 Is Norway's way "softly softly" some may think prisoners confronting what they have done and taking ownership for change etc is tougher than route marches at boot camps.Trouble is what we are doing is not working and history shows getting tougher fails but hey if you like high re offending rates meaning more victims plus huge on going costs to the taxpayer so be it but it is very short sighted.
      it costs around 200k to keep a prisoner in jail per year.Every offender that doesn't reoffend saves us all a LOT of money so it is almost insane not to at least try systems that are proven to work .
      It has now been divulged these boot camps are going to cost a mind boggling 500k per inmate(yes $500,000) = likely a huge waste of money.

Careful your prejudices are surfacing.Actually countries like Sweden /Norway and others have far more socialist policies than us while anyone can find an "expert" to support their views it doesn't mean they are correct but statics don't tell lies.
      Let's take one example of change.USA has very tough prisons across their country with very poor rates of successfully changing inmates resulting in the highest incarceration rates in the world at a huge cost to society and a populous that like you believes the tougher the penalties the better.
      However In 2018 a Pennsylvania prison started a program called "Mini Scandinavia" obviously based on countries like Norway / Finland etc.At first prison staff were extremely skeptical but even though it is still early days now they have changed completely having far less stressful work places and a lot of job satisfaction as they see offenders change with a high percentage not returning as in the past.
      The Scandinavian way is more expense to start with but the savings in the years to follow are immense in both less prisoners (a staggering 200k per year for every prisoner in NZ) and of course the number of victims of crime drops dramatically as well which is the ultimate success.
      However if you must and it helps you feel better or whatever you keep your 18th century ideas along with this backward looking Govt being happy paying more for over flowing prisons and the cost to victims which is immeasurable.
      I believe it is bordering on a criminal act to continue programs with very low success rates at immense cost to taxpayers when other systems are available that over time will save tax payers billions.

      For example a lack of awareness of trauma informed practice seems to be lacking.

Not every piece of research etc is going to be relevant, meaningful or fit for purpose, but you have engaged critically and made your own mind up. I just think it's really important at the moment to not take things at face value. Integrity and honesty seem to be waning, especially in our political sphere, in my opinion.

    I don't think everyone have any ideas to child's welfare some kids get removed from parents but grand parents are also not being used as a choice either because the system rather take the children out from their whanau and place with complete stranger's before trying other family members.

    As a person who has worked with this population alongside highly trained professionals (an area which as been highly under resourced for decades by both govt) I am dismayed that Ms Chhour has chosen to fund the least effective intervention which evidence clearly shows doesn’t work. Yet again this govt is ignoring decades of growth in knowledge base and choosing to tinker with an intervention from decades ago that had dismal outcomes. If Ms Chhour was that “caring” and informed there are far more effective interventions that could be transformative for youth and help break inter generational cycles. However they are expensive, take time, and require highly trained professionals which we have a shortage of. Like the ferries you are being sold worse than a “Toyota”. If Ms Chhour’s was talking with specialists (Psychiatrists/Psychologists/Paediatricians) she would be heavily exposed. These young people deserve need better.

    The issue is oranga tamaiki don't follow the Laws. In the case where the baby was uplifted. this mother had a past history with oranga tamariki. Oranga tamariki should have been working with the family prior to birth of the baby. Instead oranga tamariki just showed up after the birth and was going to talk the baby.

    These kids come from generations of abused kids right back from when this first started happening.... those kids had kids without ever getting help for what was done for them and it is continuing again and again. Shame on you Karen and I appreciate the clarity of your questions, Jack about deterrents and impulsivity.... ask the PTSD survivors from the Vietnam war about impulsivity - under your fairly loose logic Karen - they should have been "cured" of their impulsivity after a bit of military action.

      Well it might seem with hindsight that that would be best but people who are traumatised are living from the limbic brain and not from the thinking brain. It also ignores the fact that these were kids who were not helped to deal with what happened to them, in many cases at 18 they were just dumped without help by the system. One man talked about being stripped and chained to a post and abused as a kid. Those experiences over time change innocent mischevious kids into enraged teenagers and they are the main causal factors of serious crime later in life. We are quick to blame victims which means that the perpetrators in those boot camps never were removed - some still work for the Government.     Jack no need to scoff in the interview. She is pointing out 7aa is guiding staff. It might be an operational matter but good policy in the act is paramount.     Seven AA has to go very fact that the section is there is wrong simple as that the waiting that it’s given is disproportionate to the welfare of the child because it’s there there’s a tendency to lean in a direction or put weight into a decision when in fact you need to have that weight lifted in order to be free for the best interest of a child

    You can't keep these troubled teenagers roaming the streets causing more havoc. Boot Camp is a good idea. I'm sure each individual will get the Care Empathy Understanding and wrap around service they need. Just because it is called a Boot Camp doesn't mean it is a bad place for these individuals to go to. It will teach them a lot of good positive things to carry with them into the real world however there may have to be some discipline for ones that just don't want to change. Have to try this nothing else has worked.

    Why does the Government NEVER want to address the ROOT CAUSE of the issues. The ROOT CAUSE is the Poverty, the injustice, the pain and the mamae, which is generational. Tamariki are STILL suffering the effects of the injustices their Tipuna suffered 160 years ago. The theft of land, the punishment of their parents and grandparents simply for being maori. Give these whanau their land back! Allow them to live on their land, and potentially gain wealth from that land. Right now we have generational trauma caused by past injustices, of which the leads to generational trauma, in which CLEARLY, the effects are being seen now. Address and deal with the root cause, and stop reacting to the symptoms.

    This is a prime example of someone who cannot listen. 7AA is clearly a staff issue, if things go wrong it is solely on the staff. 4A says safety is paramount. That should be the end of the story. If the kids aren’t safe going back to whānau then they shouldn’t, plain and simple. If it is deemed safe and the investigation is conducted properly there shouldn’t be any issue. Therefore it’s a OT issue.
    In terms of camps, there is vast evidence that does not support this working. This makes the kids hate the system even more and does not fix long term issues that many youth offenders have faced their whole lives. You can’t, un-traumatize with further trauma. And to jacks point about abuse, with the defence force involved (who are definitely not qualified youth carers) who’s to say what may happen.
    It’s clear Karen will not budge on her pre determined thoughts and opinions, even when shown evidence and advice given by experts. Newsflash having experienced state care doesn’t mean you’re fit to make decisions for the rest of those who are going to experience it in the future.

    Look at that devastating, unforgiven incident (baby) that was taken by a Muslim just recently .So all cultures need to be looked at ..l have many,many pakeha friends and they can tell some horrifying stories of child abuse too .
    Also, some military camps or what ever this government is trying to get up and running could also trigger some horrifying past traumas for these venerable teenagers ,children .

    LSV works better now as a volunteer programme.
    When it was directed or court mandated, it was a shocking poss poor behaviour for the types of children we’re talking about here.
    Having a military boot camp as part of the current YJ facilities which have been widely rrovreee as a failure and recommended to close.

    Boot camps dont work. Children taken away from family doesnt work. Removing children and the sending them away from abusive family already happens. Parents and children arent aloud any contact.
    Its been happening for along time the taking of children.
    Its complicated and of coarse the child must come first. However every Maori child I know that was taken was no better off for it. Because Maori will always go home if they can. Korero of Maori in state care and some foster care is terrible and under reported.
    The South African woman, how sad. She asked for held. From a well supported religious community. Nice whare and yet it happens .
    Saying Maori are going to a safe happy loving home is sad. Any parent would want that.
    Support and syrengthening families is key. There is nothing out there if you ask for help. I know many maori who have felt overwhelmed ask for help and end up in a full on investigation and shamed. Why not promote ...its okay to ask for help before its to late. All nz suffer in silence. We all need to just care again about everyone no matter young , old or in between.

    Karen says the Waitangi tribunal has done some great work righting wrongs from the past but wouldn’t front the tribunal on 7aa so they can do great work in preventing the wrong happening in the first place. Karen being so ridged in her thinking will prohibit good outcomes.

    The most unifying language that we have is English. Most people understand English. A ministry of the child is a western institution and should have an English title.
    National first boot cam program worked. It worked to stop recidivism in younger Offenders. Jack should think about his own logic. Young people are impulsive yes… but not all young people ram raid shops do they?
