    Unfortunately this is not a very correct instruction.
    Normal Bias is used to remove artifacts on curves of geometry where the illuminated part passes into the shadow. If you add a sphere to your scene, it will be clearly visible. So by setting Normal Bias to 0, you fix the holes in the shadows from the volumes, but activate artifacts on the objects themselves.
    Holes in the shadows are formed because the geometry has sharp edges and when applying Normal Bias these edges are broken. It may be more correct to prepare your assets differently.

      try to make a fresh project if you have already changed things in the current project.
      P.s this is in URP
