The present NLTP Act allows for government to give conditional liscences. Read the Act, it is legal. BUT, the problem is when such liscences are misused and given out to every 'business entity' who has deep pocket and good conections with ministers and the government resulting in every corner of our towns lined with "mineral water & chips shops" 🤦♂️. This is farcical and an absolute failure of the NLTP Act.

We can't say NLTP Act "failed" because it controls to some extent. Some don't drink because of this act and still some drink less due to non-availability of it freely. It has benefits too though not 100% successful.
