Shiiiiiieeeeeee. You can get a gardevoir ex league battle deck, the trainer toolkit, or miraidon ex league battle deck. Any of those will have many if not the other half of the deck. You’d just have to chase singles to fill in your missing spots
Rotom V, Fezandipiti ex, Luminion V are great for consistency. Also good is the dusknoir line up, radiant charizard, forest seal stone, thorton and i forgot some
I feel like you aren't getting much from the Trainer's Toolkit. For its cost you can probably buy most of the cards you need for a tournament winning version.
You're definitely not wrong this is just more for the impatient player who is new to the game and just wants a deck right now I would definitely recommend going for the necessary upgrades after you've built the deck and played a bit
