That sentence can be used in a wide range, eg, entertaining joking purposes, sarcasm, also the times when you want to show that you are aware of the atmosphere here：I should not take this as a joke / I know I should be serious here. Of course the use of it depends on your tone, vibe, attitude etc etc at that moment.
