And yes, Oda could make Imu a woman, as he looks very much like one. However, since this is a Shounen, I believe Imu will actually be a man. Besides, I've seen that they have already chosen the voice actor for Imu, who is a man, the same one who voices Dio Brando and Aokiji, although this does not necessarily guarantee that Imu will be a man, as there are several male characters voiced by women, like Luffy.
