Yes, I have run into companies that have the exact same fake job post up for years straight. I thought about, the hiring manager just wants a stack of resumes everyday. They have no intention of hiring anytime soon.

Yeah, 1) then there are those job listings where the employer has to advertise it due to some internal procedure, but they already know who will get the job. I have worked for govt and large companies and this happens all the time. 2I In my country companies always tell government there is a skills shortage (a total lie), so they advertise all these fake jobs so they can then tell govt they need skills they can only get from overseas workers which has the net effect of supressing wages (and in many industries reducing them).
Each reposting should have a significant charge to the business. That would help make it less attractive, i bet right now LI and Indeed business job postings are free and the fee to the businesses are a flat fee to have an account

We live in a world where everyone is purposefully deceitful and wonder why everything is screwed up.

In some companies it's required to post a listing because it's company policy. Sometimes it's to avoid lawsuits.
That sucks and should be fined for it.
They are obviously incentivized to do this otherwise they wouldn’t.
