I find it useful to keep gear on Menskikov. He's currently my only officer who qualifies at Super for both my Keep and Military Academy. It makes switching much easier, but if I need that gear for something, I can remove it then.
I have been wondering the same if the specialties for duty officers will count towards buffs. Certain duty officers have the 1 specialty for their duty position but do the rest of the specialties make a difference?
So gear on a duty officer does nothing when someone is attacking you?? Toyotomi has range attack in his specialties but he's a duty general for rally spot. Does that even help the in city range troops when someone is attacking you??
Duty officer specialties.... how do the troop buffs work/get triggered? Offensive or defensive?... example Menshikov first specialty, range troop HP and defence... and is it worth investing in duty officer specialties
I tried to set up Dewey as my Super Rally Spot Officer as he has >1400 Attack and 1400 Leadership, via putting gear on, so his power is about 5M, but it only tells me he is a Special? What am I doing wrong?
He needs to be power 3.3 million or more. You can achieve that by putting on powerful gear. Then, after he is assigned as a Super Duty Officer, strip him naked.

Amir has one highest politics. I just rotate him on market and things that don't need one permanently.
