Mostly because, like you said, the first draft is SO rough and I would legit feel embarrassed to have someone read it at that stage! But also because I typically have revisions in mind for the first draft and why send it to someone else when they would likely give me feedback that I already know and want to fix? Ultimately, send it for feedback when you feel comfortable doing so.
