I don't think it's worth making a guide, as it's something that is only used in some record runs and requires very good positioning from all 10 squad members and proper squad comp. The idea is (more or less) that you split the squad into 2 groups and make them stack in 2 different places - then you use your CA4/5 on your stack and then ranged CA skills on the other stack - this way you provide alacrity to all 10 people - you repeat until your CA runs out and do it again once CA is up again. It's not something that you will see even in very good statics in their fullclears or single wing runs (even some high end guilds that are capable of doing it also often don't bother with it in their patch records). But if you want to see how something like that can be achieved you can look at some PoVs from @SCNika

Another suggestion is to try to solo heal/res 15-20+ people in large open world events, like Drakkar, Teq, Jormag, especially if you are new, don't have access to a static group, or can't get into raids yet.
Yes, open world events are a good way to practice too, especially if you're new to the spec! Usually when I do my hero points for new elite spec, I join meta events to get the idea of what my skills do, etc, so it is a good starting point to get into the class more casually without pressure.
I asked someone to read it for me so I can answer. Big heals trait doesn't exist to me in instanced content, as druid has enough healing to not need LL ever (maybe with exception of river of souls, as lower CA cooldown is really handy there with constant damage pressure and noone in front group really cares about having cooldowns faster).
Well it's definitely playable, but it's not a very good choice, especially for T4 and cms. In fractals you don't need that much healing but you need good access to stability and aegis to negate mechanics, which makes heal firebrand much better choice since it can provide those boons on demand. I also heard that heal chrono is doing well in pug runs nowadays (I haven't done fractals myself in a long while).
Because para sigil also works on dazes (ingame tooltip is incomplete and doesn't mention it), which makes all your big CCs stronger (CA3, equality, Warhorn 5).
