It can work maybe, but pvp don't have these stats, so might be extremely squishy, can try with rabid amulet maybe.

Is there any value in using Celestial for the boon duration and healing or do you lose too much Condition Damage?

The healing can help, you can take some pieces Apothecary for that. But cele doesn't work because is way less damage and duration (you actually want long immob duration) and way less tankyness because you don't have enough Protection sources.
