Bottom sediments need to be removed regularly. This can be done with a dirty water motor pump with a Bagermaster suction nozzle.

best method to disperse the dye is from a back pack sprayer
I did that and now my whole body is peppered in blue dye and my hands are blue from the sprayer. Sigh
