To perform a commercial vehicle inspection it takes 2 mechanics 8-10 hours to complete. This video states it a step in the right direction as far as safety is concerned no issues if your an honest service tech, The cost has increased x 4 over the conventional method. Our mechanic never scrimps on parts or necessary repairs for a safe vehicle to be going down the road it just now takes 2 guys longer which in turn costs more as once you start the inspection you cant stop for a coffee break or lunch break or split it into 2 days. Cant start your safety inspection at say 2-3 pm and wrap it up next day MUST be completed once you start.
Mechanic here sadly this is just more government overreach the problem was no audits or enforcement on automotive shops me being a truck and coach technician audits were regularly done in our industry.

@@kingdavid2018 it's not a matter of supporting it, techs and shops have no choice. The Ontario government sets the rules through the MTO. So if a shop wants to perform motor vehicle safety inspections, this is the only option. Nobody asked techs and shop owners!

They, the government, MTO enforcement, whatever, know who the bad actors are, where they are, and what exactly they are doing. Why are they not going after those people is a question I would like to hear the answer to. I work for a fleet where we were audited on a fairly regular basis, but without much notice, and randomly. We were told if we were falling short, if our maintenance program had failings, and if there was a need for improvement. BTW, We always did very well. They did their part, and we did our part. If we didn't keep our equipment up, there could be real consequences. Are the roads really unsafe due to bad equipment? I'm sure it happens, but this DriveOn system isn't going to fix that. It's an added expense someone is going to have to pay for. Go after the bad actors and leave the people doing the honest work alone. Sorry! That's not how Canada works now that we live in an authoritarian, government controled state, is it comrades.

If you view a TH-cam channel called customer states or just rolled in you will see the dangerous cars that should not be on the road. Low income, that is me, need to wash the salt off underneath often, really often. Rust is a large issue in Ontario and Quebec.

@@Matt-d8m Hasn't happened in 50 years of driving beaters, for me. I do my own maintenance but no one can do their own safety's. Luckily a few of my mechanic buddies have let the rust issue slide a bit, as long as the mechanical components were safe; brakes, steering, wheel bearings(like you say). Other than my FS Bronco ($4k), I've never paid more than $2500.00 for a car in my life. Most were a couple of hundred bucks. So glad those cash grabbing emissions checks are gone.

Looks like it take 2 people to perform an inspection. One to fill the role of mechanic or technician doing the inspecting and measuring, and one to hold the camera and take pictures of what the mech/tech/inspector is finding.
I have done a few now and they are a royal pain in the ass. Trying to balance a light, tablet, and hold a tread depth gauge on a tire X4. Taking a pic of every rotor with a digital caliper on it, but still having to fill in the number as well. I just did an Uber safety on a 2025 Honda with 9k on it, and it still took 45 minutes, cause you still have to pull all wheels and take a million pictures. In the old system, to be honest, I would have drove it, racked it and stared at it for 5 minutes, and rubber stamped it.

I like that there will be photo documentation for these safeties! Here in Manitoba, last I saw it was still all paperwork, with not proof of what is being recorded. (I am not a shop or mechanic/tech) I have seen vehicles for sale that could not have pasted due to structural rust on rocker panels, or bald tires etc, yet there they are with safety in hand. If your 70s-90s cars can't pass the new safety, it shouldn't be on the road. There was always minimum specs for tires, brakes etc. This just forces the tech to document it through pictures, less bogus safety inspections by crooked techs. Maintain your POS properly and you won't have to worry.
Minimum tire tread depth and condition have never changed. Minimum brake specs are vehicle specific and not made "tighter". The minimum rotor thickness for a 1970 Impala is the same now as it was in 1970. If an old POS is not factory equipped with seat belts, guess what,, you don't have to retrofit them. All lights have to work, can can't be rotten or have brake lines ready to burst. If you don't have electronic stability, you don't have to install it. So safety specs are the same they always were. Just a time consuming way to report the data.

Yes battery life is horrible. How I hold the tablet I am always accidently hitting the off button, it needs to be on the edge. I am getting better with camera. I have a 5 second time delay set to get time to tap screen for focus and hold the measuring device. I do safeties by myself now.
I'm on the motorcycle end of things. My local MTO officer told me this is just the beginning of the complete privatization of the system. Instead of this bullshit, MTO should have been policing certain shops (new Canadians) that are the primary issuers of no look safties. This system will double or triple the cost of safeties in an already brutally expensive place to live and work. I suspect that the shops that were the troublemakers will use file photos or corrupt the system somehow. Owners of older vehicles are gonna get torched. This is not good at all for anyone except Parsons, the company contracted to supply the systems to inspect vehicles. BTW my local MTO officer was suspended for no reason. MVIS is impossible to communicate with, they rarely if ever answer emails or phone.
They get inspected to the appropriate specs. Your 57 chevy has minimum brake lining specs and maximum drum diameter just like any other vehicle, it's all available online. Rotten frames and floorboards are still rotten, regardless of the year. Tires have to meet a minimum tread depth spec like they always did. Ball joints etc, same thing. Upgrades like disc brake conversions should be easy enough to access specs from the manufacturer. Lots of people worried about nothing...unless their vintage ride is of questionable integrity.
More enforcement is needed on road not is shops. Person at end of screen is not licensed and can over ride a licenced tech. Why pay the fees then? Will all new trade inspectors be unlicensed also? I know for a fact commercial inspections are double cost and some dealers are eating some hrs. And I’m a licensed tech that hates this government over reach Good luck getting a custom car done now.

I once had a MTO officer that have no mechanical back ground told me the rack and pinion leaking is ok as long as there are no drips at time of inspection. I dropped my jaws. n@farmark457
Why should custom cars be a problem? Unless the custom work is of questionable quality and compromises safety, everything should meet or exceed the original specifications. People are making too much of this! The inspection criteria has NOT changed since 2015!
@@barneybigrig70 had a reputable shop near here had 2 fail because the suspension and brakes were not original. Good upgrades were done but the guy at the end of the screen denied them. Had to take them to another facility with paper certificates yet and passed as they were deemed fine and they were totally safe.
Just the new world where if there isn’t a picture or video, it must not have happened. Cheapens the value I believe of being a professional and having integrity. Yes it will close a few loopholes and cover for the lack of oversight the ministry has shown. But the ministry has just put their work and responsibility on the mechanic and the cost to the vehicle owner.
What happens when the guy says you need a new steering box for $1500 and You take it elsewhere to discover it was only the $30 Rubber Rag joint Steering coupler?
Then you go to different shop and pay another 200 for safety. Then reports from different shops won't match and they both get audited. Not sure if they are allowed to do additional inspections during the audit process.

I see a problem here, why are there two guys taking pictures of the front discs and the tire thread depth? A one man shop and this tablet look like theres some short-sighted requirements with regards to the photos. Who owns the tablet? Ministry provided or another shop expense?
Shop buys it from Ministry. You have to have a constant good Wifi connection so they can watch along with you. Don't forget the OBDII plug in. I have asked Ministry if car will pass or fail solely on basis of plug in. They said it is just for data collection. You can bet they are data mining, but in future if you have stability fault but light is "burnt out" scan will pick up code and fail it.

@@alexb.1320 Can't say for sure, but I imagine you can only charge it or use it as they intended. A tech doing safety has to log in with a password. Then a code is email/texted to the tech. The tech inputs the code and is good for that day. You have to change your password every few weeks with a totally different one. If doing an active safety, if tablet sits idle for more than 15 minutes, it logs you out.
Lou, I have owned cars since 1973, some for longer than 5 years, and not once did I have to have an inspection. I used to see the ministry set up inspection places in shopping centre parking lots, and pull cars at a random, but I was never stopped. So, how often did these inspections take place? Once a year, once every five, once every 10? Are they for all vehicles or just for commercial vehicles? Like I said, I have never been pulled over in Ontario. I did have to have an inspection seven years ago in Quebeec when we brought in our car from Ontario, got a sticker slapped on the windscreen, and that's it! Now, in Europe, they have mandatory vehicle inspections every year, and sometimes they're thorough, sometimes they are not. My impression still is that the governments are just after money, and whether the car is any safer or not does not matter. Had a Honda in Europe pass the inspection even though the tires had tire tread of less than 3mm, and one of the brake calipers had seized, and was not working. They also slap on a sticker on the inside of the windscreen showing when the next inspection is due, which is in 12 months. If the car had a serious fault, they would remove the plates until the fault gets fixed. If it's a very minor fault (such as the handbrake lever travel was too excessive) they would give you a few days to repair. Also, there cannot be any rust on the vehicle in Europe. It is an automatic fail if it does. Lol at some cars here in Canada when it comes to rust, and brake lights not working.
I have an Integra with an engine swap and an aftermarket ECU. Everything is safe, but there’s no way that tablet is communicating with my computer. Is that a fail?
I emailed their help department and directly asked the purpose for plug in and if it could cause a failure. The answer I got was, it was for data collection (data mining) and could not result in a failure for a passenger car/light truck non commercial vehicle. But you can bet in the future it may.

How much is a inspection in Ontario? I can not spend hours on a bi-yearly inspection (in my province), due to the price set by the province for inspections is exceedingly low. You can keep that in Ontario. In very busy shops this thing is going to be a nightmare. Just more big brother is watching you, and tracking every movement you make.
@@SyrupCanuck In Nova Scotia MVI's are ever two years and price is set by the government @ $29.95 for cars and light trucks. I can't spend any more than a half hour or I am loosing money. Some additional labour charges can be added if say a rear break drum doesn't come off easy and requires more time and effort to properly check. I honestly don't expect to have to use these devices in the foreseeable future in my province. You can keep that in Ontario.
Did you raise your price at all for the safety? After all the customer isn't getting anything extra except maybe a more expensive car or bill for maybe in my opinion unnecessary repairs for the certificate . All you really need to check is breaks, integrity of the frame, various mounts, tire condition , and debilitating rot ( possibly) , and wind screen condition ( no cracks inside wiper blade stroke )
There is a lot more to a safety than your above list. If I could attach the PDF file I would. No, customer isn't getting any more added value under new system, however it costs the shop a lot more, so why should we eat it. Like any other business, pass the cost on the customer. Don't like it, contact your local government representive and complain.
I think this will bring balance and honesty into the trade. As a shade tree mechanic/ Electrical Contractor i was alway taught to do a legit job. Dont cut corners , dont put your trade ticket on tge line for any money under the table. What happened to normal Adults that refuse to drive a shi$% box. I have several mid 2000's ford pickups. All you need to do is keep the maintaince up That includes fixing rust issues. For God sakes if the cab is full of rust put a southern cab on it. Still cheaper then a new truck.
I've seen cars roll off the assembly line that should have never been certified as safe ! And honestly I've seen 30 yr old vehicles no rust no issues fail because it was in mint condition but govt standards are b.s., new off the line don't mean squat !

because I do commercial safeties as well the dongle and OBD2 connector comes with it. I haven't figured out how to bypass the OBD2 test on non HD vehicles.
motorcycles require the same inspection as before, just like cars do, the only difference is they require digital pictures taken of brake measurements, tire measurements, VIN# etc. You no longer get a paper safety certificate to take to the license office, it is submitted electronically.
Lou, play with the camera settings. You can get a stable photo by playing with the lighting and camera settings. I did it last week with two of ours at work.

That inspection looks very in-depth and labor intensive. How much does an inspection normally cost? Here in Spain it seems there is less documenting, ie no pictures. The annual inspection costs between 40 to 50 euros.
For me, the issue has always been the opposite. There seems to be a mechanic culture of failing safeties on cars because they aren't 'comfortable' having your car on the road, unless you pay 3 grand to get all the wheels and rotors replaced with fresh bumpers and door hinges. Does the new test enforce mechanics to follow the specs exactly by the literature?
Since 2015 the standards have been very specific about what passes and what doesn't, if you suspect you're being ripped off, the inspection criteria is available online on the MTO website and you can contact the MTO for enforcement.
While I'm all for vehicles actually being safe on the roads, and don't mind having safties done (it used to be every year, now it's two, i think we should go back to every year personally (I've seen some pretty crappy cars out on the roads, especially in provinces where they aren't mandatory except at the time of sale)) I've had to deal in my line of work with tablets, and photos, etc etc etc. It's good for proving the work was done, but my word does it ever slow down the process, and my ability to get my work done, it adds a significant amount of time over the course of several jobs... if they've figured out how to make it not take significantly longer, I'd be alright with it, somehow I don't think that is the case however.
Honestly, if a car is on the road 10 years, it is completely pointless doing a safety with the idea that it will keep our roads safe. A safety is a snap shot in time. So for a few weeks (days) it passed. What about the other 3000 days it’s driving around??? Safety tests should not pass or fail a car. They should be optional and for the sole benefit of the purchaser. Doing these for any other reason is a waste of time from a public safety point of view. Thinking anything else is just being delusional. And, having mechanics use a special government issued device is moronic. A simple app or website could have done the same thing for less.
Data mining. Stability control is required 2012 and newer. If you have warning light on, its a fail. What if bulb is "burnt out" the plug in will tell them there is a code. Same with SRS/Sir systems. Don't be surprised in future when automatic braking and lane keeping is added. Sure isn't cheap to be spied on by big brother all the time.

A mechanic IS a tech, and no, it doesn't. Maybe for 5-10 minutes to assist with the pictures, they will need a helper. It doesn't have to be a tech or an apprentice, it can be the office clerk in a small shop, and that's only if the tech can't take pictures themselves.
Security of all that data being forwarded to the ministry is a big problem. The MOT (and all other ministries) can't be trusted for the time of the day, let alone vehicle data and statistics.
Your old Riv still has to pass all specs for its year. Tires, brakes, suspension. Your trunk can't be hanging on the ground from your rear rotten frame rails and your rusted brake lines can't be ready to burst. If a car does not have a DLC then that part of the test is bypassed and they know it because of the year.

How can one prove or disprove that immediately after the safety, that owner went to buddies house and put their winter tires on and didn't torque them properly?
how does this effect the commercial vehicle inspections? there are so many Truck and Coach inspections being done in Ontario and far too many are what we call "Lick and Stick" yellow stickers! Annual inspection stickers on commercial vehicles are being sold for trucks with absolutely no mechanical inspection being done!
This started for truck/coach in August/September... It was a bit frustrating for aging fleet operators to say the least.. If I understand correctly, the new style yellow stickers are printed on site after a pass has been issued by the U.S. company that scrutinizes the pictures and data entered. Includes the vehicle VIN and month of expiry in bold as well as a QR code. I'm sure some shops will figure out how to take creative pictures.. There's a lot of scary stuff going down the road but this should take care of quite a bit... I hope.
I suspect that this data will never be reviewed by anyone, except in the event of an audit (so never) or an accident investigation. Im curious if the MTO inspectors can access the data (photos and measurements) on the roadside to compare a recent inspection to what they are looking at first hand. This would obviously apply to HD units more often than passenger cars, but in theory, it would be the same system. Essentially, this has dumped a crap load of liability on the mechanics as now you are taking photos of your work as you go, and handing it to the government who will use it against you in court. Hope people are prepared for that aspect of it.
All while anyone can go and buy brake pads and do them in their driveway with no licence... This is just a way of the Government making it more expensive to buy an old used car.
Inspection criteria hasn't changed since 2015, just the recording and transmitting of the data. Now they require photo proof of the measurements, which works for or against the car owner, depending on whether they are trying to squeek a pice of junk through or if the shop is trying to scam the customer by upselling something they don't need.

Not having yearly inspections is the problem, the government is clueless about safety. Get a safety when you buy the car then drive it forever without it ever having another, way to go to create useless burdens on mechanic shops.....
So we do more work so the government doesn't have to and the customer ultimately pays because techs wont want to do this extra work for free. I do agree on the benefit of transparency but this still feels like a big gov. overreach. Regardless shops will still find ways around this and play the system. Also if your a shop doing a few safeties a mont, not a huge deal. When your a dealership selling well over a 100 cars a month this is a BIG setback in productivity.

Taking all those pics must be time consuming. I heard that safety inspections were going to become a bi annual thing for passenger vehicles after a certain age similar to trucks, like the old e-test.
Hey Brent. Long time no see. The tool is free for most who don’t do commercial. They still charge for every safety just like the books but it comes out of your bank account every two weeks. I think a biannual inspection would not be a bad thing.
That's their loss! They are losing out on the income from doing a safety and the repairs that go along with it...and for what? Because they don't want to take some pictures and pay for the tablet?
They don't do it anymore either their application is rejected by Parson and MTO for violations, or they won't be able to sell the safeties under the new system and can't make easy cash anymore

I hate safety inspections. It's why I don't drive truck anymore. It's just a scam to get old vehicles scrapped so slimy dealerships can sell more new ones. It's almost imposible to get an older vehicle to pass unless you completely restore and rebuild it. Even then, some inspectors will fin issues. Lots of countrys don't have inspections or car insurance(another scam don't get me started) and they don't have any more accidents per capita than North America does. Cancel the whole thing or refuse to comply. Hopefully you have enough other repair work so you won't be out of a job. Nice guitar playing.
So now it costs two mechanics labor hours to get a safety done. Meaning of the price of used cars that are saftied will increase dramatically. If any shops even continue to bother doing safeties. Another attack on the lower income to keep them off the roads
It doesn't require two mechanics to do the entire inspection, someone else can assist with the few minutes of camera work, it could even be the receptionist from the office.

One tech does the inspection and gets an apprentice or someone else to assist when the pictures are taken. 5-10 minutes for the second person...IF the tech needs help, not always.

Not sure why so many people are complaining?The only complaint I have is MTO and Parson should done this 10 years ago. You guys have no idea how much money those shady shops make by just selling "blind safeties" to the small used car dealers and walk in individuals. Small car dealer is $80 fixed price, and walk in referral individuals is $120 . and 300-500 for annual yellow sticker for commercial vehicle. The shop sells minium 1 to 2 books a week and average minium 10 to 15 thousand dollars a month and leaves honest shop no safety to do at all. It's finally time for a change. I have talked to the MTO officers and they said they can't do anything about it as there are no people complain to MTO

That's a pretty cool inspection tool. Down here in California, the Bureau of Automotive Repair (BAR) is requiring biometric checks (palm prints) for emissions tests to crack down on cheating scofflaws.
So if it's black and white and not up to a licensed mechanics discretion, why would they need licensed mechanics to do safety inspections? To me, it looks like another way to take work away from a licensed trade and get cheap labor to do it. The Doug Ford way. Soon I'll be able to download the app and do my own safety I bet.

@@buildwright1 Sadly, I think now, most busy shops won't want to be bothered with the liability or potential for an audit trying to find specs for something that doesn't exist and scrutinizing the engineering was done correctly. I personally as a tech would rather turn a 4 wheel brake job than take the time to safety something like that.
@LouTrottier, you know it's pretty elemental. Anyone with basic knowledge could do a safety without issue. There is no need for a licensed mechanic to do this. Is that the end game? IDK. For years, the MTO has hired inspectors to work the scales, do mobile inspections on commercial vehicles, Ontario trained police officers to do vehicle inspection, I was told none of them needed to be licensed. They just go through the training program and pass the exam(s). So why couldn't they do away with mechanics of all types? Big brother is in your cab watching every move, and now he's in your shop too, comrade.

I have a few complaints with this , first the tablet is crap , why wouldn’t it be an app for your phone then u might be able to take reasonable pictures by yourself , then the people that r still doing hot safeties because there sitting on 50 books while there writing them at tim Hortons in Brampton . Lastly I’ve always been under the impression 310s can safety vehicles with no air brake …. I guess it’s 4500kg gvwr so we’ve lost many f350 and Heavy trailers due to this. We’ve tried contacting drive on many times to upgrade to heavy because we have a licensed heavy truck mechanic , they won’t write back or do anything so I’ve lost thousands over this as I’m sure others have too. I agree something had to be done about hot safeties but all they did was screw us legitimate run garages for now anyways . The losers will always find a way around the system .

Nope, they make the shop pay for it. Just like when they did emissions testing. Government then pulled the plug on that and the shops that invested in all the special equipment got hosed.

To perform a commercial vehicle inspection it takes 2 mechanics 8-10 hours to complete. This video states it a step in the right direction as far as safety is concerned no issues if your an honest service tech, The cost has increased x 4 over the conventional method. Our mechanic never scrimps on parts or necessary repairs for a safe vehicle to be going down the road it just now takes 2 guys longer which in turn costs more as once you start the inspection you cant stop for a coffee break or lunch break or split it into 2 days. Cant start your safety inspection at say 2-3 pm and wrap it up next day MUST be completed once you start.

They, the government, MTO enforcement, whatever, know who the bad actors are, where they are, and what exactly they are doing. Why are they not going after those people is a question I would like to hear the answer to. I work for a fleet where we were audited on a fairly regular basis, but without much notice, and randomly. We were told if we were falling short, if our maintenance program had failings, and if there was a need for improvement. BTW, We always did very well. They did their part, and we did our part. If we didn't keep our equipment up, there could be real consequences. Are the roads really unsafe due to bad equipment? I'm sure it happens, but this DriveOn system isn't going to fix that. It's an added expense someone is going to have to pay for. Go after the bad actors and leave the people doing the honest work alone. Sorry! That's not how Canada works now that we live in an authoritarian, government controled state, is it comrades.

@@Matt-d8m Hasn't happened in 50 years of driving beaters, for me. I do my own maintenance but no one can do their own safety's. Luckily a few of my mechanic buddies have let the rust issue slide a bit, as long as the mechanical components were safe; brakes, steering, wheel bearings(like you say). Other than my FS Bronco ($4k), I've never paid more than $2500.00 for a car in my life. Most were a couple of hundred bucks. So glad those cash grabbing emissions checks are gone.

Looks like it take 2 people to perform an inspection. One to fill the role of mechanic or technician doing the inspecting and measuring, and one to hold the camera and take pictures of what the mech/tech/inspector is finding.

I have done a few now and they are a royal pain in the ass. Trying to balance a light, tablet, and hold a tread depth gauge on a tire X4. Taking a pic of every rotor with a digital caliper on it, but still having to fill in the number as well. I just did an Uber safety on a 2025 Honda with 9k on it, and it still took 45 minutes, cause you still have to pull all wheels and take a million pictures. In the old system, to be honest, I would have drove it, racked it and stared at it for 5 minutes, and rubber stamped it.

I like that there will be photo documentation for these safeties! Here in Manitoba, last I saw it was still all paperwork, with not proof of what is being recorded. (I am not a shop or mechanic/tech) I have seen vehicles for sale that could not have pasted due to structural rust on rocker panels, or bald tires etc, yet there they are with safety in hand. If your 70s-90s cars can't pass the new safety, it shouldn't be on the road. There was always minimum specs for tires, brakes etc. This just forces the tech to document it through pictures, less bogus safety inspections by crooked techs. Maintain your POS properly and you won't have to worry.
Minimum tire tread depth and condition have never changed. Minimum brake specs are vehicle specific and not made "tighter". The minimum rotor thickness for a 1970 Impala is the same now as it was in 1970. If an old POS is not factory equipped with seat belts, guess what,, you don't have to retrofit them. All lights have to work, can can't be rotten or have brake lines ready to burst. If you don't have electronic stability, you don't have to install it. So safety specs are the same they always were. Just a time consuming way to report the data.

You are correct. The equipment is garbage and doesn't work as it should, and that's secondary to the fact that it's a huge bulky piece of government "shoot." Too many o's, short one i. Yes battery life is horrible. How I hold the tablet I am always accidently hitting the off button, it needs to be on the edge. I am getting better with camera. I have a 5 second time delay set to get time to tap screen for focus and hold the measuring device. I do safeties by myself now.

I'm on the motorcycle end of things. My local MTO officer told me this is just the beginning of the complete privatization of the system. Instead of this bullshit, MTO should have been policing certain shops (new Canadians) that are the primary issuers of no look safties. This system will double or triple the cost of safeties in an already brutally expensive place to live and work. I suspect that the shops that were the troublemakers will use file photos or corrupt the system somehow. Owners of older vehicles are gonna get torched. This is not good at all for anyone except Parsons, the company contracted to supply the systems to inspect vehicles. BTW my local MTO officer was suspended for no reason. MVIS is impossible to communicate with, they rarely if ever answer emails or phone.

They get inspected to the appropriate specs. Your 57 chevy has minimum brake lining specs and maximum drum diameter just like any other vehicle, it's all available online. Rotten frames and floorboards are still rotten, regardless of the year. Tires have to meet a minimum tread depth spec like they always did. Ball joints etc, same thing.
Upgrades like disc brake conversions should be easy enough to access specs from the manufacturer. Lots of people worried about nothing...unless their vintage ride is of questionable integrity.
More enforcement is needed on road not is shops. Person at end of screen is not licensed and can over ride a licenced tech. Why pay the fees then? Will all new trade inspectors be unlicensed also? I know for a fact commercial inspections are double cost and some dealers are eating some hrs. And I’m a licensed tech that hates this government over reach Good luck getting a custom car done now.
If you have done drive clean before, you should know that all Parson auditor behind the computer are licensed 310T or 310S technician

Parson located at 2751 John St. In Markham Ontario. MTO enforcement officers some are licensed technicians and some are not. I once had a MTO officer that have no mechanical back ground told me the rack and pinion leaking is ok as long as there are no drips at time of inspection. I dropped my jaws. n@farmark457
Why should custom cars be a problem? Unless the custom work is of questionable quality and compromises safety, everything should meet or exceed the original specifications. People are making too much of this! The inspection criteria has NOT changed since 2015!
@@barneybigrig70 had a reputable shop near here had 2 fail because the suspension and brakes were not original. Good upgrades were done but the guy at the end of the screen denied them. Had to take them to another facility with paper certificates yet and passed as they were deemed fine and they were totally safe.
Just the new world where if there isn’t a picture or video, it must not have happened. Cheapens the value I believe of being a professional and having integrity. Yes it will close a few loopholes and cover for the lack of oversight the ministry has shown. But the ministry has just put their work and responsibility on the mechanic and the cost to the vehicle owner.

What happens when the guy says you need a new steering box for $1500 and You take it elsewhere to discover it was only the $30 Rubber Rag joint Steering coupler?
Then you go to different shop and pay another 200 for safety. Then reports from different shops won't match and they both get audited. Not sure if they are allowed to do additional inspections during the audit process.

I see a problem here, why are there two guys taking pictures of the front discs and the tire thread depth? A one man shop and this tablet look like theres some short-sighted requirements with regards to the photos.

Shop buys it from Ministry. You have to have a constant good Wifi connection so they can watch along with you. Don't forget the OBDII plug in. I have asked Ministry if car will pass or fail solely on basis of plug in. They said it is just for data collection. You can bet they are data mining, but in future if you have stability fault but light is "burnt out" scan will pick up code and fail it.

@@alexb.1320 Can't say for sure, but I imagine you can only charge it or use it as they intended. A tech doing safety has to log in with a password. Then a code is email/texted to the tech. The tech inputs the code and is good for that day. You have to change your password every few weeks with a totally different one. If doing an active safety, if tablet sits idle for more than 15 minutes, it logs you out.
Lou, I have owned cars since 1973, some for longer than 5 years, and not once did I have to have an inspection.
I used to see the ministry set up inspection places in shopping centre parking lots, and pull cars at a random, but I was never stopped.
So, how often did these inspections take place? Once a year, once every five, once every 10?
Are they for all vehicles or just for commercial vehicles?
Like I said, I have never been pulled over in Ontario.
I did have to have an inspection seven years ago in Quebeec when we brought in our car from Ontario, got a sticker slapped on the windscreen, and that's it!
Now, in Europe, they have mandatory vehicle inspections every year, and sometimes they're thorough, sometimes they are not.
My impression still is that the governments are just after money, and whether the car is any safer or not does not matter.
Had a Honda in Europe pass the inspection even though the tires had tire tread of less than 3mm, and one of the brake calipers had seized, and was not working.
They also slap on a sticker on the inside of the windscreen showing when the next inspection is due, which is in 12 months.
If the car had a serious fault, they would remove the plates until the fault gets fixed. If it's a very minor fault (such as the handbrake lever travel was too excessive) they would give you a few days to repair.
Also, there cannot be any rust on the vehicle in Europe. It is an automatic fail if it does.

I have an Integra with an engine swap and an aftermarket ECU. Everything is safe, but there’s no way that tablet is communicating with my computer. Is that a fail?

I emailed their help department and directly asked the purpose for plug in and if it could cause a failure. The answer I got was, it was for data collection (data mining) and could not result in a failure for a passenger car/light truck non commercial vehicle. But you can bet in the future it may.

How much is a inspection in Ontario? I can not spend hours on a bi-yearly inspection (in my province), due to the price set by the province for inspections is exceedingly low. You can keep that in Ontario. In very busy shops this thing is going to be a nightmare. Just more big brother is watching you, and tracking every movement you make.
Safeties were always around 120. I suspect new safety will be 220 at least
@@SyrupCanuck In Nova Scotia MVI's are ever two years and price is set by the government @ $29.95 for cars and light trucks. I can't spend any more than a half hour or I am loosing money. Some additional labour charges can be added if say a rear break drum doesn't come off easy and requires more time and effort to properly check. I honestly don't expect to have to use these devices in the foreseeable future in my province. You can keep that in Ontario.
Paper safeties ranged from 70 to 120. New style is 200 to 250 range.

After all the customer isn't getting anything extra except maybe a more expensive car or bill for maybe in my opinion unnecessary repairs for the certificate .
All you really need to check is breaks, integrity of the frame, various mounts, tire condition , and debilitating rot ( possibly) , and wind screen condition ( no cracks inside wiper blade stroke )
There is a lot more to a safety than your above list. If I could attach the PDF file I would. No, customer isn't getting any more added value under new system, however it costs the shop a lot more, so why should we eat it. Like any other business, pass the cost on the customer. Don't like it, contact your local government representive and complain.

The reason this was implemented is because of all of the greasey 'drive by' safties that were beng done in Brampton. This is a good thing.

because I do commercial safeties as well the dongle and OBD2 connector comes with it. I haven't figured out how to bypass the OBD2 test on non HD vehicles.

motorcycles require the same inspection as before, just like cars do, the only difference is they require digital pictures taken of brake measurements, tire measurements, VIN# etc. You no longer get a paper safety certificate to take to the license office, it is submitted electronically.

That inspection looks very in-depth and labor intensive. How much does an inspection normally cost? Here in Spain it seems there is less documenting, ie no pictures. The annual inspection costs between 40 to 50 euros.

For me, the issue has always been the opposite. There seems to be a mechanic culture of failing safeties on cars because they aren't 'comfortable' having your car on the road, unless you pay 3 grand to get all the wheels and rotors replaced with fresh bumpers and door hinges. Does the new test enforce mechanics to follow the specs exactly by the literature?
Since 2015 the standards have been very specific about what passes and what doesn't, if you suspect you're being ripped off, the inspection criteria is available online on the MTO website and you can contact the MTO for enforcement.
While I'm all for vehicles actually being safe on the roads, and don't mind having safties done (it used to be every year, now it's two, i think we should go back to every year personally (I've seen some pretty crappy cars out on the roads, especially in provinces where they aren't mandatory except at the time of sale)) I've had to deal in my line of work with tablets, and photos, etc etc etc. It's good for proving the work was done, but my word does it ever slow down the process, and my ability to get my work done, it adds a significant amount of time over the course of several jobs... if they've figured out how to make it not take significantly longer, I'd be alright with it, somehow I don't think that is the case however.
Honestly, if a car is on the road 10 years, it is completely pointless doing a safety with the idea that it will keep our roads safe. A safety is a snap shot in time. So for a few weeks (days) it passed. What about the other 3000 days it’s driving around???
Safety tests should not pass or fail a car. They should be optional and for the sole benefit of the purchaser.
Doing these for any other reason is a waste of time from a public safety point of view.

And, having mechanics use a special government issued device is moronic. A simple app or website could have done the same thing for less.

Data mining. Stability control is required 2012 and newer. If you have warning light on, its a fail. What if bulb is "burnt out" the plug in will tell them there is a code. Same with SRS/Sir systems. Don't be surprised in future when automatic braking and lane keeping is added. Sure isn't cheap to be spied on by big brother all the time.

Originally it was January 1st 2025. But due to a lot of facilities still waiting for their tablet, MTO extended to April 1st 2025.
So it takes a mechanic and a tech, or possibly 2 mechanics to do the job of 1 before?
A mechanic IS a tech, and no, it doesn't. Maybe for 5-10 minutes to assist with the pictures, they will need a helper. It doesn't have to be a tech or an apprentice, it can be the office clerk in a small shop, and that's only if the tech can't take pictures themselves.
Security of all that data being forwarded to the ministry is a big problem. The MOT (and all other ministries) can't be trusted for the time of the day, let alone vehicle data and statistics.

Your old Riv still has to pass all specs for its year. Tires, brakes, suspension. Your trunk can't be hanging on the ground from your rear rotten frame rails and your rusted brake lines can't be ready to burst. If a car does not have a DLC then that part of the test is bypassed and they know it because of the year.

a safety is only good for 30 days. after that its no longer the responsibilty of the mechanic if something is unsafe on your car.

how does this effect the commercial vehicle inspections? there are so many Truck and Coach inspections being done in Ontario and far too many are what we call "Lick and Stick" yellow stickers! Annual inspection stickers on commercial vehicles are being sold for trucks with absolutely no mechanical inspection being done!
the required pictures and measurements should hopefully slow that down.
This started for truck/coach in August/September... It was a bit frustrating for aging fleet operators to say the least.. If I understand correctly, the new style yellow stickers are printed on site after a pass has been issued by the U.S. company that scrutinizes the pictures and data entered. Includes the vehicle VIN and month of expiry in bold as well as a QR code. I'm sure some shops will figure out how to take creative pictures.. There's a lot of scary stuff going down the road but this should take care of quite a bit... I hope.
I suspect that this data will never be reviewed by anyone, except in the event of an audit (so never) or an accident investigation. Im curious if the MTO inspectors can access the data (photos and measurements) on the roadside to compare a recent inspection to what they are looking at first hand. This would obviously apply to HD units more often than passenger cars, but in theory, it would be the same system.
Essentially, this has dumped a crap load of liability on the mechanics as now you are taking photos of your work as you go, and handing it to the government who will use it against you in court. Hope people are prepared for that aspect of it.

Inspection criteria hasn't changed since 2015, just the recording and transmitting of the data. Now they require photo proof of the measurements, which works for or against the car owner, depending on whether they are trying to squeek a pice of junk through or if the shop is trying to scam the customer by upselling something they don't need.

The new yellow stickers for the commercial vehicles need to be addressed. I’ve had two blow off when rinsing the vehicles with a garden hose.
No issues with our fleet, they get pressure washed weekly.
That should put a lot of hot safeties out of business. Theres way too much of it and it's killing people.

Not having yearly inspections is the problem, the government is clueless about safety. Get a safety when you buy the car then drive it forever without it ever having another, way to go to create useless burdens on mechanic shops.....
So we do more work so the government doesn't have to and the customer ultimately pays because techs wont want to do this extra work for free. I do agree on the benefit of transparency but this still feels like a big gov. overreach. Regardless shops will still find ways around this and play the system. Also if your a shop doing a few safeties a mont, not a huge deal. When your a dealership selling well over a 100 cars a month this is a BIG setback in productivity.

They still charge for every safety just like the books but it comes out of your bank account every two weeks. I think a biannual inspection would not be a bad thing.

I hate safety inspections. It's why I don't drive truck anymore. It's just a scam to get old vehicles scrapped so slimy dealerships can sell more new ones. It's almost imposible to get an older vehicle to pass unless you completely restore and rebuild it. Even then, some inspectors will fin issues. Lots of countrys don't have inspections or car insurance(another scam don't get me started) and they don't have any more accidents per capita than North America does. Cancel the whole thing or refuse to comply. Hopefully you have enough other repair work so you won't be out of a job. Nice guitar playing.
So now it costs two mechanics labor hours to get a safety done. Meaning of the price of used cars that are saftied will increase dramatically. If any shops even continue to bother doing safeties. Another attack on the lower income to keep them off the roads
It doesn't require two mechanics to do the entire inspection, someone else can assist with the few minutes of camera work, it could even be the receptionist from the office.

@@robertb8629 no, only key things need to be photographed. I know because I'm a registered inspector and a shop foreman. One tech does the inspection and gets an apprentice or someone else to assist when the pictures are taken. 5-10 minutes for the second person...IF the tech needs help, not always.

Not sure why so many people are complaining?The only complaint I have is MTO and Parson should done this 10 years ago. You guys have no idea how much money those shady shops make by just selling "blind safeties" to the small used car dealers and walk in individuals. Small car dealer is $80 fixed price, and walk in referral individuals is $120 . and 300-500 for annual yellow sticker for commercial vehicle. The shop sells minium 1 to 2 books a week and average minium 10 to 15 thousand dollars a month and leaves honest shop no safety to do at all. It's finally time for a change. I have talked to the MTO officers and they said they can't do anything about it as there are no people complain to MTO

That's a pretty cool inspection tool. Down here in California, the Bureau of Automotive Repair (BAR) is requiring biometric checks (palm prints) for emissions tests to crack down on cheating scofflaws.

Inspection procedures were updated in 2015 this is just an information gathering change. Pretty sure DIY'ers wouldn't be able to get through it accurately.

For years, the MTO has hired inspectors to work the scales, do mobile inspections on commercial vehicles, Ontario trained police officers to do vehicle inspection, I was told none of them needed to be licensed. They just go through the training program and pass the exam(s). So why couldn't they do away with mechanics of all types? Big brother is in your cab watching every move, and now he's in your shop too, comrade.

I have a few complaints with this , first the tablet is crap , why wouldn’t it be an app for your phone then u might be able to take reasonable pictures by yourself , then the people that r still doing hot safeties because there sitting on 50 books while there writing them at tim Hortons in Brampton . Lastly I’ve always been under the impression 310s can safety vehicles with no air brake …. I guess it’s 4500kg gvwr so we’ve lost many f350 and Heavy trailers due to this. We’ve tried contacting drive on many times to upgrade to heavy because we have a licensed heavy truck mechanic , they won’t write back or do anything so I’ve lost thousands over this as I’m sure others have too. I agree something had to be done about hot safeties but all they did was screw us legitimate run garages for now anyways . The losers will always find a way around the system .
Pretty sure 310s can cert up to 6500 kg. That was changed a few years ago from 4500 to 6500. Look into that.
