Dragon Ball. Dragon Ball was a pioneer (although after the Cell arc it started to deteriorate a lot) and Naruto was not. Also, Dragon Ball has more notable arcs (King Piccolo, Saiyan, and Namek/Freeza) than Naruto (the only truly notable one would be Land of the Waves).
That’s true when I think about Naruto, the arcs that stick out to me are the ones in Shippuden like the Pain arc. Dragon Ball has had a profound influence especially with the Namek/Freeza arc.
