Thing(s) I neglected to mention: - Caching programs created at runtime is possible. - Combinations of mods the player started the game with could be cached when starting the game with those combinations, and commonly combined mods could be linked together and cached in the background so loading times would be greatly reduced. - Cached mod combinations could cut out compilation garbage such as comments not required by the program to reduce file sizes of the cached program files. - There would probably have to be an option for whether to perform this caching or not depending on how potentially substantial the file sizes of the cached files.
