would resistors with 10k in Project2 also be ok? With10k Rp = 1572 (3145 Ohm tot.) and voltage on parallel strings (R+C)109V? (230V-12V/2). Current should be 73mA. Total loss consumption on Resistor would be a bit high with 1.3watt. is it possible to make let go of the resistors and just use the capacitors on the input circuit?

The 1 Ohm / 1 Watt Resistor is really not necessary. It is connected in series with 90000 Ohms, so another 1 Ohm raises the total resistance to 90001 Ohms, which is ridiculous. So don't use it. It is used in similar circuits to prevent overcurrent in the start, and also acts like a fuse, but only without other Resistor present.
