"Policy making circles" do not have to be government based. They can be large corporations, lobbyists, enviromental, left or right wing, religious groups, etc, which have influences on the US government.
Citizens from South America, just to make a small example, would have lots to say about US violence and support of coup and murders (Argentina, Brazil, Chile in the 60's and 70's, Panama's president assassination e Ecuador's president assassination)... Awful...

On the other hand USA had a rudimentary intelligence services that were usually formed during wars and disbanded after the war ended. That went on from the War of 1812 to the Civil War to WW 1. There are even some statements from US Presidents that "gentlemen don't read other gentlemen's post".. USSR never had any moral issues with that. They have developed a strong foreign intelligence service during the interwar period which resulted in them penetrating the Manhattan Project which shortened the Soviet nuclear weapon development by years. And one has to bear in mind that the security around the Manhattan Project was extremely well organized. Even after the WW2 ended the OSS service was disbanded without a clear foreign intelligence service being considered. Then when the Cold war became hotter by the day Truman realized that "gentlemen sometimes have to read other gentlemen's letters" and formed the CIA with a 1947 National security act... The rest is history...
Mark , Ted Hall volunteered to give info abt the A bomb to the Soviet Union in te 1940s to balance up the power. Ted Hall could not trust the leaders of his own country to be wise with the A bomb. Ted Hall never took a penny from Russia even when offered. Russia treated him with much respect for his ideals. The media says he is traitor but never bothered to inform the public abt what drove him to do that. In his heart Ted Hall was doing the right thing.

It's hard to take this seriously, as we're talking about America here, which gives the biggest amount of ressources to it's military comparatively to the world. From another side, it's hard to feel sorry for America as they have influenced many countries through spying, i.e. southern and central america where they deeply influenced countries and at multiple times overturned gouvernements. Also don't forget that it is the US who taught the taliban how to fight big armies. I don't want to defend Russia, just to point out that both countries are in the wrong.
