Gen Tariq wants the SC to implement this. But the SC is itself highly politicised and corrupt to the extreme. The judiciary as a whole is a remarkably corrupt institution, the absence of which would probably have no adverse impact upon the lives of the ordinary citizens. So, besides the army, there seems to be no institution and body which can bring this solution about.
