The wording was 'existing DC characters' and the characters did exist prior to the comic and were owned by DC so it's not technically incorrect to call them that.
Either way, petty nitpicking like this is the entire point.

Um, actually, the answer is that Alan Moore wanted to use the recently acquired Charlton characters, assuming that they wouldn't be integrated into the main DC universe. DC turned him down, as they were planning to integrate certain characters, Blue Beetle, Captain Atom, Booster Gold, etc. into the main DC Universe, so he created variations on them. The one exception in that list is Huntress, who had not been acquired from Charlton, but was the Earth 1 daughter of Bruce Wayne and Selina Kyle (Batman and Catwoman).

@@SotergarmThe Question with a bit of Mr A, a similar 'hero' created by Steve Ditko as a less compromised vessel for the objectivist political philosophy that Ditko had originally wanted The Question to espouse.
Mr A was a masked man who would often refuse to assist people who didn't help themselves or would just allow criminals to die on the grounds that it was their own fault for creating the situation that led to them getting into life or death situations (which would arguably only have happened because of Mr A's intervention) while regular people, who were often victims of the crimes that the criminals were being chased for, begged him not to let them die.
Needless to say Mr A was not a very successful comic but it did inform the twisted, antisocial aspects of Rorschach's characterisation and his tendency to blame victims of hate crimes and sexual violence for choosing to be 'degenerate', as well as his jingoistic idolisation of The Comedian, even when presented with the knowledge that he was a rapist.
Incidentally Steve Ditko originally conceived Spider-Man as a far-right reactionary who would chew out groups of protesters as he swung by them before Stan Lee rewrote the dialogue that Steve had written to be more socially progressive. This ultimately led to him leaving marvel comics to work at DC before he ended up leaving the mainstream comics industry to use the medium to distribute randian diatribes disguised as comics.

DC owned Charlton Comics after they bought the rights to them when the company went under. Alan Moore was given permission to make an 80s gritty team off this universe, but last minute DC said they didn't want him to do that since they were going to use them elsewhere. Moore quickly redesigned the already written story to the characters we know today. Blue Beetle as an example got its own comic in 1986 shortly after the watchmen came out.
Also Silk Spectre was originally supposed to be Nightshade, but really was designed from Phantom Lady. Who was from a DC character.
