I found it at my local dollar store. I used the thick foam like one used mostly as toolbox drawer liner.

The measurements: 12.5 in wide x 11 high (add half inch all around for seam)
The strap is in 2 pieces.
The short piece with the buckle is 10 in.
The long part is 40 in (add extra on both pieces to fold over and sew to rings and buckle)
