interestingly, quetzali's terrain is now considered to be the best in the game, almost identical to bardur. This makes them almost as strong as hoodrick, with their only advantage being their starting tech. However, with diplomacy, cloaks are a viable mid game tactic that gives quetzali a unique flare. In their current state, they are a midtier tribe rather than the low tier tribe that people used to consider them, comparable to xin-xi or oumaji.
Quetzali meta strats: get organisation and upgrade cities until you can buy diplomacy and get the Secret Service to spam daggers, then go farming construction because in the latest beta burn forest was moved to construction so you can make all your forests to farms and get good economy
I think the only way quetzali can actually have a use isn't even with the cloaks, it's probably going for hunting, cuz then you not only have the shields archer combo ready if you research archery later, you will also get the defense bonus in forests, which will be really good since quetzali's terrain has a lot of forests. Also you can get catapults later which are also a really good combo with 15 hp and 3 defense unit in front. It's just that it takes some time to get all these techs and also quetzali almost always has less cities cuz the shields go slow and can't attack to kill and dash to enemies who are trying to convert villages.
