It is not about you defeating a Yonko to be one, since you should fullfill all the above to actually be one. and side note, Luffy has met all stages and criteria to be a Yonko, just go back to Fishman Island and Dressrosa, you will see what I am talking about😁😁😁😁😁😁

I think the Green Bull take is spot on. His justice isn't 100% clear because even in the manga we dont have anything from him past this. But his justice overall is scary. At the end of Punk Hazard, Aokiji had pulled up to save Smoker from Doffy and Smoker was weary of trusting him since he had left the marines? During the Reverie, Fujitora was talking to Ryokugu but his face was hidden: he said he hadn’t eaten in 2 or 3 years I think and we can see cause of his devil fruit he doesn’t need to actually eat. Also, Pluton was the “warship” made in the past by the carpenters of Water 7; passing down the blueprints to Tom then Franky had the blueprints to it Water 7 and Crocodile was looking for it in Alabasta. BTW the main reason why Law and Kid didnt become emperors for defeating Big mom was the Emperors dont get chosen by the Navi or WG. Essentialy the Emperors are the most influantial pirates.(Luffy after the death of big mom has Wano under him as well as Fishman island). And i assume that some of the Countries that he saved in the past will join him sooner or later like Dressrosa Alabasta Water 7 for example the Goa Kingdom maybe. When you look at Kid and Law kid essentialy dont have their territory or Influance and the same can be said for law while Buggys influance can no longer be denied.
Admiral Green Bull (Ryokugyu) is a plant devil fruit user where he can control his body to become a plant element and he can also create barren land becomes green and fertile again.
