And as for pirates, they really were a thing. Mostly it was just a colonists who settled on the east and did some pirating along the Volga river to survive. And sometimes they were used as a tool against the hordes. If the relations are good, pirates are dormant. And if there is a conflict or there is a need for distraction in the rear, they were allowed to pirate the horde and various khanates settlements

Trade maintenance likely doesn't increase how many trade routes you can run since that is mostly limited by merchant capacity. It would simply increase the profitability of your trade routes and the amount of possible profitable trade routes. (Johan talked in detail about this in the comments of the last TT).
I expect -0.1 stability decay is good beacuse it slow down how fast you stability falls towards an equilibrium. So the more of that modefier you have to stronger flat increases to stability becomes. But also the less valuble increases to the equalbrium pont gets. So in theory there might be an dessison on if paying to keep stability up is easier than whatever you have to pay to increase the equalibrium point.
