The only way that vapour would cease to be present would be 1. If the tanks were purged with nitrogen and then 2. Removed from the ground, thus allowing to the ground to recover for 12 -18 months. The existing presence of the vent box and vent pipes tells me that the tanks are still in the ground and ste most likely to retain vapour, which is very highly flammable. Also, I’d guarantee that an inspection of the forecourt would reveal that the full boxes are still in situ. Although the dispensers (for you, bowsers) are gone, that doesn’t remove any risk.
Even though you did your research, you won’t fully understand the risks unless you have worked in the petroleum industry as I have. If the tanks are empty, there will still be fuel vapour in them. That’s why old sites being remediated are left for 12-18 months after the tanks are removed.
You have put yourself at risk because of the broken asbestos linings you passed. They have these places fenced off for a reason. They are hazardous, and there are still tanks underground, with the possibility of fuel vapour leakage and your equipment is probably not intrinsically safe.

Well if that is the case the place hasn’t been in business since February 2022, I assume they would have been removed after that period had subsided
