The Pedal arm should slide off the crank arm axle with just a little force. Usually what makes it difficult is when removing it (and sometimes installing it) assemblers try to pull it at a weird angle. This puts a bind on the arm and the axle making it difficult to remove. If you pull the Arm directly horizontally to the side without any twisting force which puts it in a bind. It can usually be removed easily. I admit sometimes it is helpful to use a rubber mallet also.
How do I remove the pedal arm from the flywheel? I put it on upside down and I can't get it off to reorient it.
