I am from Australia and scanning the passport makes your phone reboot, that is all, BUT scanning it for more than 10 seconds will reboot your phone into recovery mode.
SAAAME! Im not sure why.. It says my phone should have that function to scan Edit- I had to remove my phone's cover! It immediately worked as i had to scan my passport to make use of a bank app's function. I thought i needed a prompt telling me its trying to scan for the nfc thing- but no! It did not.

No, this is NFC/RFID therefore it can not be damaged through contact
